Description
COMBINED SYNOPSIS/SOLICIATION VA246-17-Q-1911 SOFTWARE MAINTENANCE & SUPPORT This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes on RFQ VA246-17-Q-1911. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). The Network Contracting Office 6-SAO EAST intends to award a firm-fixed price contract for a SOFTWARE MAINTENANCE & SUPPORT ANNUAL SERVICE located at the HAMPTON VA MEDICAL CENTER, 100 EMANCIPATION DRIVE, HAMPTON, VA 23667. The North American Industrial Classification System (NAICS) code for this procurement is 541519 with a business size standard of $27.5. The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. The Government will award a contract resulting from this RFQ to the responsible offeror whose quote represents the lowest price technically acceptable for the government. Quotes are due by 12:00 PM Eastern Standard time on August 31, 2017. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via email to JACKIE.BRAY@VA.GOV This combined solicitation/synopsis is for the purchase of the following Brand Name or Equal commercial supplies: B.3 PRICE/COST SCHEDULE CLIN DESCRIPTION OF SERVICES QUANITY UNIT UNIT PRICE AMOUNT 0001 Software Subscriptions, including Jibestream Subscription Site License Kiosk Vetlink Module, Novomap, AppSpace Module, Novomap Mobile Web App Module, Novomap Embedded Survey Module, Novomap AppSpace Subscription, Omni-D Subscription, 24 x 7 Remote Managed Services, 24 x 7 Technical Support & Management. 1 YR 0002 Services to support installation and maintenance of specified in the included Statement of Work. 1 YR TOTAL: $__________________________ STATEMENT OF WORK (SOW) 1. Contract Title. Wayfinding Maintenance and Management 2. Background. The Hampton VA Medical Center (HVAMC) is requesting contractor support to maintain and manage its fleet of self-service wayfinding and information kiosks, including offsite technical support, software license renewals, and monthly and quarterly status and design discussions. 3. Scope. HVAMC requires the following services and products: 3.1 Software Subscriptions Jibestream Subscription: Site License Kiosk (qty 25); Vetlink Module, Novomap; AppSpace Module, NovoMap (Note that no Appspace subscription is required under this SOW); Mobile Web App Module, Novomap; Embedded Survey Module, Novomap 3.2 24x7 Remote Managed Services 24x7x365 Technical Support & Management: Ability to enter support tickets via 24x7 Call Center, email, or web portal Event Management: Alert/notification verification and classification of system events and escalation of events to Level II NOC Engineers or OEM partners Incident Management: Level II and III remote troubleshooting, up to 40 hrs / month Problem Management: Root cause analysis and resolution Change Management: Documentation and execution of changes to managed configuration items Service Requests: Support for standard requests for moves, adds, and deletions 4. Technical Services Health Checks, including two onsite visits per year (up to 5 business days each) and planning to support to enhance wayfinding solution AppSpace Professional Services, including a quarterly discussion (via remote desktop), Content strategy session, branded layout, and content administration and technical training 5. REPORTING REQUIREMENTS: Monthly Checkpoint Calls between contractor s assigned Service Account Manager and COR, including ticket review, upcoming changes, etc. Monthly ticket reports of all trouble and support tickets received Quarterly device metrics and Key Performance Indicators Quarterly Business Reports, including tickets and performance metrics 6. The vendor will submit service documentation to the COR for proof of work completed. The COR will inspect the work to ensure that the vendor is meeting the standards of the contract. 7. Security Requirements As noted in the contract and required by VA Directive 6500. 8.
