Description
STATEMENT OF WORK The U.S. Department of Commerce, on behalf of the Department's Commercial Law Development Program (CLDP), intends to issue, as a sole source award, a Fixed Cost per Hour Non-Personal Services contract in accordance with FAR Part 13 Simplified Acquisition Procedures and with FAR 6.302-1, to provide the services described advisory services. The proposed contract action for these services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C 2304© (1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The government intends to make an award by November 2017. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. The associated North America Industry Classification System (NAICS) Codes are respectively: 926110 and 541110. Scope of work: The Economic Reform Advisor will help Iraqi ministries define, validate, and implement, economic reforms critically needed to modernize Iraq's economy. In particular, the Advisor will provide advice on: a) The legislation and/or regulations required for economic reforms in Iraq; b) The necessary inter-agency cooperation for such legislation and/or regulations to be enacted; and, c), Interactions with multilateral or national development financial institutions that may support economic reforms in Iraq. The advisor will do so on a part- time basis. Period of Performance: Base Year (12 months) plus one (12 month) Option Year. A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms that meet the requirements listed in the attachment below, may identify their interest by providing a capability statement no later than September 22, 2017, at 1:00 PM Eastern Standard Time. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the services described in the attachment. The capability statement, as well as evidence that the party meets the requirements listed in the attachment, should be sent to Jon Gofus, Contracting Officer, at jgofus@doc.gov. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award may be made without further notice to Bayt Al-Hikmah for Legal Services and Consultancy LLC, Baghdad, Iraq.
