- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Marine Corps Forces Special Operations Command is conducting market research to determine availability of a single firm capable of satisfying all of the whole marine program requirements listed in section 1 of this Sources Sought. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps). Information on the specific topics of interest is provided in the following sections of this announcement. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of satisfying the entire requirement. Large and small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. 1. Description of Supplies and Services: 1.1 This requirement is to procure contracted support in the form of episodic human resource support (Subject Matter Expert (SME)), to provide software service and maintenance support for the Whole Marine Program (WMP). The WMP has been utilized since the inception of the Assessment and Selection (A&S) Program in 2006 and has been expanded into the MRTC Individual Training Course (ITC). The Whole Marine System (WMS) collects and measures 10 MARSOC attributes as demonstrated by the candidate or student during the conduct of A&S and ITC. The WMP is currently built upon GideonSoft software, which has been approved for use by MARSOC on the SOF Information Enterprise (SIE) network (i.e., GideonSoft software has the Authority to Operate (ATO) on the SIE network). GideonSoft is the software platform that functions all event modules for the 10 MARSOC attributes required for tracking performance of A&S candidates and ITC students. 2. The anticipated contract type is FFP (Firm Fixed Price) CLINs for labor/materials support with a Cost Reimbursable Travel CLIN type contract. The estimated period of performance shall be for a 1 year ordering period. 3. NAICS code for this requirement: 541511 - (Custom Computer Programming Services) with a size standard of $27.5 Mil Interested firms responding to this synopsis are to include the following information: • Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. • Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. • Firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). 4. Responses are limited to email correspondence, and limited to 10 pages. Questions regarding this Sources Sought announcement shall be submitted NLT 4:00 PM Eastern Standard Time (EST) on 6 September 2017. After this deadline, questions will not be considered regarding this announcement Sources Sought submissions must be received no later than 10:00 AM EST on 13 September 2017. Submission after this time frame shall not be considered. Interested vendors are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration.
