- The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a contractor to provide maintenance service of the Legacy Federal Information Processing Standard (FIPS) 201-1 "Lenel Brand" FCWnx Physical Access Control System (PACS), DMP XR 500 Intrusion Detection System (IDS) and Verint Closed Circuit Television system (CCTV) within the EPA's NVFEL and Office Building. This system requires a vendor that is currently authorized to maintain and provide licensing to Lenel systems. Only authorized dealers may provide services due to an exclusive Licensing Agreement. For these reasons, Lenel is the brand named product that is being procured. The contractor shall plan, schedule, coordinate and ensure effective performance of all maintenance services and emergency response. The contractor shall provide all management, supervision, manpower, labor services, parts, supplies, tools, test equipment, lifts, ladders, packaging and shipment of items necessary to perform overall maintenance of the security equipment at the EPA's NVFEL and Office Building. See attached draft Statement of Work. In accordance with FAR 13.106-1(b)(1)(i) and (ii), the RFQ-OH-17-00213 will be solicited as full and open competition after exclusion of sources, and processed in accordance with FAR Parts 12 and 13. A Brand Name Justification was completed. The applicable North American Industry Classification System (NAICS) code designation for the acquisition is 561621, Security Systems Services (except Locksmiths), with a small business size standard of $20.5 million. The Government anticipates award of a firm fixed priced purchase order. The requirement will have a 12-month base period with four option periods of 12 months each, for a total potential period of performance of 5 years. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. It is anticipated the complete solicitation will be posted on or about September 7, 2017, via FedConnect.net. This office does not intend to mail hard copies of the solicitation. All responsible sources may submit a proposal via FedConnect.net which shall be considered by the Agency after the posting of the solicitation. Notices of any modifications to this FBO procurement announcement, including Requests for Quotations and amendments, will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor the status of the RFQ.
