- This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to MBF Bioscience, 185 Allen Brook Labe/Suite 101, Williston, VT, 05495, for the acquisition of Neurolucida 360 Software and Workstation. Neurolucida 360 is a unique software package that provides specific neuronal analysis tools that are not available in any other existing software. Neurolucida 360 is a high-powered and reliable software for analysis and 3D reconstruction of neuronal subtypes in mammalian brain. This software is designed to automatically detect neurons and their associated sub-cellular structures such as axons, dendrites, spines, and synapses. These metrics are required for accurate analysis of neuronal circuits. Data will be stored on a central, dedicated secure service, accessible by only those with appropriate privileges. Neurolucida 360 contains a dashboard for access control and access monitoring which is fully integrated with motorized microscopy stages without the need for manual control. Neurolucida 360 is the only software with desired capabilities for neuronal analysis. 1. NL2-360, Neurolucida 360 Studio (1 each) 2. CS-10, Calibration grid slide with reference grid squares in dimensions of 25um and 250um increments, (1 each) 4. PC-90b-SSD, 64-bit PC Workstation, Intel Quad Core Xeon Processor E5-1630 v3 3.7GHz, 10mb CACHE, 64GB 2133MHz....... (1 each) 5. ML-4K-27, 27-INCH Ultra HD 4K monitor, 3840 x 2160 resolution.... (1 each) 6. Sl-10c, System integration fee. System testing/QA activities performed at MBF Bioscience, prior to system delivery, PC only. (1 each) 7. Remote training via telephone and remote online connection, 4 hours. 8. Shipping The applicable North American Industry Classification System (NAICS) Code for this acquisition is 511210 "Software Publishers" and a Size Standard of $38.5. The anticipated delivery time is 1 year, ARO. NIEHS will solicit and negotiate directly with MBF Bioscience and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 9:00 AM, September 5, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to MBF Bioscience.
