Description
The U.S. Department of Agriculture, Agricultural Research Service, North East Area, has a requirement for providing a Gas Analyzer. The product includes, but is not limited to, these principal features: Simultaneously measuring with sub-ppm detection levels of all GHG's such as Carbon Dioxide, Methane, Nitrous Oxide and Ammonia, with measurements of 20 seconds or less permits our research staff to collect soil flux data from multiple plots with enhanced productivity, analyzer can interface (without modification) to soil flux chambers such as manufactured by Li-Cor ®, is capable of executing closed-loop, recirculation experiments, gas analyzer can be reconfigured to measure over 240 additional gases so providing our university both a very flexible research tool and assisting our emergency responders and safety department solve toxic air quality issues, gas analyzer is a self-contained system that can be taken to the field experimental plots and operated utilizing its internal rechargeable battery, requires only a zero calibration using nitrogen gas at the start of its operation and requires no other calibration gases to be taken to the field, is supplied with a PDA that displays and stores the measurement data, must be lightweight and portable it can be operated by one person in the field so reducing our research budget through labor cost savings. The Gasmet model DX4015 is an example that contains these features. Submit pricing for this product or an equal product. Any response requires submission of technical data for that gas analyzer. Award will be made to the offeror/quoter that meets the minimum needs of the Government and whose price is determined fair and reasonable. Performance Period: The Contractor shall supply this product within 30 calendar days after receipt of order. It is anticipated that award will result in a firm fixed-price contract. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation AG-32SC-S-17-0086 will be a Request for Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. The NAICS Code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. Small Business Size Standard is 1,000 employees. A list of line items is not included, only a list of minimum requirements, or equal. This solicitation incorporates the following commercial FAR clauses by reference 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. The following applicable FAR clauses are incorporated by reference: 52.225-13, 52.232-33, and 52.232-36 (FAR clauses may be obtained at www.acquisition.gov). Interested vendors are encouraged to submit quotations including descriptive literature (refer to FAR 52.214-21) to Donald Reynolds, USDA, Agricultural Research Service, by e-mail to Donald.reynolds@ars.usda.gov no later than 16:00 EDT September 6, 2017.
