- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR Part 13.501(a)). The proposed source is Parvomedics, Inc., 8152 S 1715 E, Sandy UT, 84093. US Army Research Institute of Environmental Medicine (USARIEM) requires two (2) ParvoMedics TrueOne 2400 Metabolic Measurement Systems. The ParvoMedics TrueOne 2400 metabolic measurement system is used to collect measurement of oxygen uptake, carbon dioxide production, anerobic threshold, ventilation and respiratory exchange ratio during both maximal and submzximal aerobic exercise tests. These systems are curreingly in use by USARIEM across four (4) research divisions. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) for this requirement is 334516. with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals; however, if a vendor challenges the basis of this requirement, please email challenges and product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Brian Miller at brian.d.miller1.civ@mail.mil, reference solicitation number W81XWH-17-R-0409. Closing date for challenges is no later than 2:00 pm local (Eastern Time), 14 September 2017. No phone calls will be accepted. Please note that a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
