- The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of a TruSystem 7000dV operating room table system for daVinci robotic procedures at the Medical Treatment Facility on Wright-Patterson Air Force Base. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 339113: Surgical Appliance and Supplies Manufacturing. Business size standard for NAICS 339113 is 750 employees. The proposed source is Hill-Rom, Inc. located at 1069 State Route 46 East, Batesville, IN 29492-7906. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government, if received by Friday, September 1, 2017, 11:00 A.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires the TruSystem 7000dV OR table system at the MTF at WPAFB. This table system is necessary to obtain because it is specifically designed to work with their current daVinci Xi Surgical System. The integrated table motion capability of this system enables the daVinci Xi robotic system to dynamically position a patient while the surgeon operates. This technology is vital because it assists the surgeon to maximize efficiency and patient safety during a robotics procedures. In addition, this system is the only product out in the market that has wireless connectivity. Thus, it reduces clutter in the operating room. The proposed sole source is the only known source able to satisfy the Government's requirements. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
