- The U.S. Army Corps of Engineers, Japan District is performing a market survey for several upcoming coming Design-Bid-Build projects at Yokota Air Base, Japan. This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for these projects. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. The following four (4) projects are contemplated by the Government to be advertised individually or combined into one large project. ------------------------------------------------------------------------------------------------------------- PROJECT ONE Project Title: Construct Aircraft Parking Apron and Roadways Project Location: Yokota Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥3,000,000,000 and ¥6,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The subject project is located at Yokota Air Base, Japan. The requirement consists of construction of an aircraft parking apron (3,335 square meters) with associated taxiways (1,635 square meters) and shoulders (1,100 square meters) required to accommodate vertical take-off and landing aircraft. Work to include all subgrade and subbase work, drainage, airfield lighting, grounding, mooring, marking, airfield security fencing, access control security gates, bollards, contingency guard house, apron area lighting and other necessary airfield support. Provides new flight line road and overall site road network with supporting primary and secondary utilities and communications infrastructures, and realignment of existing as required. Apron is to be integrated into existing airfield pavements. Project provides all primary and secondary roadways, utilities, site improvements, communications, demolition, and mitigation for possible dud munitions for site preparation in support of the apron and other facilities. -------------------------------------------------------------------------------------------------------------- PROJECT TWO Project Title: Construct Three-Bay Aircraft Hangar Project Location: Yokota Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥3,000,000,000 and ¥6,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The subject project is located at Yokota Air Base, Japan. The requirement consists of construction of a 6,809 square meter three-bay aircraft hangar with concrete foundation and floor slab, steel high bay, standing seam metal roof, cranes, motorized hangar doors and tracks, fire alarm and suppression system to include cranes, and all necessary support. Facility will require administrative areas, tool room, supply/bench stock area, storage areas, shop areas, emergency shower and eyewash stations, locker areas with shower, and break area. Construction will include utilities, pavements, site improvements, communications and all other necessary support. To provide hangar access to airfield pavements, contractor will clear, excavate, place base material and concrete pavement, asphalt shoulder, airfield markings, storm water retention, storm drainage, lighting and all other necessary support and integrate pavement into new airfield apron. --------------------------------------------------------------------------------------------------------------- PROJECT THREE Project Title: Construct Squadron Operations/Warehouse/Group HQ Facilities Project Location: Yokota Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥2,500,000,000 and ¥5,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The subject project is located at Yokota Air Base, Japan. The requirement consists of construction of a 1,905 square meter operations building; 3,047 square meter warehouse; and 669 square meter headquarters facility with concrete foundation and floor slab, steel frame, masonry walls and sloped metal roof. Functional areas include staff and administration areas, planning and briefing areas, mobility storage areas, and life support/aircrew flight equipment storage and maintenance areas. Construction will also include aircraft parts and Mobility Readiness Spare Packages (MRSP) warehouse with associated external covered and uncovered storage elements, featuring concrete foundation and floor slab, steel frame, masonry and/or steel walls, sloped metal roof, structured for material handling equipment and racking systems and associated uncovered storage. All facilities include utilities, pavements, site improvements, communications and all other necessary support. --------------------------------------------------------------------------------------------------------------- PROJECT FOUR Project Title: Construct Simulator Facility Project Location: Yokota Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥500,000,000 and ¥1,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The subject project is located at Yokota Air Base, Japan. The requirement consists of construction of an 845 square meter simulator facility, to include concrete foundation and floor slab, steel structure, masonry walls, sloping metal roof, fire alarm panels, fire suppression system, and all necessary support. Functional areas include areas such as flight simulator high bay, small training device spaces, computer room, supply spares storage, maintenance area, briefing rooms, administration and common areas. Includes utilities, pavements, site improvements, communications and all other necessary support. Procurement Method: The proposed project(s) will be Firm Fixed Price (FFP) contract(s). While the Japan Engineering District is considering the issuance of a competitive solicitation utilizing a best value negotiated procurement method, a final determination has yet to be made. The Government is seeking input from Japanese local sources regarding the procurement of all the projects listed above. Firms responding to this survey should clearly indicate interest/ability to construct each of the individually listed projects. Additionally, the Government would like to know if your firm would be interested in a combined approach (all four projects advertised under one contract). Given the high dollar amount of a combined approach, firms interested in this approach would need to indicate the ability to obtain a performance bond in their response. Responding firms are also encouraged to provide suggestions and recommendations regarding consolidation of these requirements and any other elements of the acquisition that will make this project more attractive to the construction industry.
