Description
Pre-solicitation Notice: Falling Number instrument systems This proposed contract action is for Falling Number instrument systems for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to Perten Instruments No other supplies or services have been identified that will satisfy the government's needs The agency's minimum requirements are for a for a simple system method that can measure relative alpha-amylase activity and detect sprout damage - the method has many applications. The FN test is used at grain silos to segregate/classify grain to fulfill different end product requirements and to avoid mixing sprouted grain into sound material. Processors and traders use the FN test to decide what application is appropriate for a shipment of grain. The system shall have the capability of blending grains or flours to a specific Falling Number® value and to calculate malt or fungal enzyme addition. It shall have the ability to maximize a mixing high grade and lower grade material to best meet end use requirements while maintaining high quality and consistency. The system shall have the ability to ensure consistent, automated sample mixing using test tubes.Perten Instruments is the only manufacturer of the Falling Number instrument systems that meets the agency needs. This is a requirement of the USDA:GIPSA FGIS Office located in Maumee, Ohio.. This notice of intent is not a request for competitive proposals. However all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
