Description
PACE OCI - Solar Calibration Assembly - Request for Information PACE OCI - Solar Calibration Assembly - Draft Statement of Work PACE OCI - Solar Calibration Assembly - Draft Specification This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) will take procurement action in this matter. Further, neither NASA nor the Government will be responsible for any cost incurred in furnishing this information. The Plankton, Aerosols, Clouds and oceans Ecosystem (PACE) Project has determined a need for a Solar Calibration Assembly to support Ocean Color Instrument (OCI)'s ocean color atmospheric correction measurements. NASA GSFC is seeking capability statements from all interested parties that possess the technical capability to provide support for the requirements as a prime contractor or subcontractor, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this effort. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Overall, the PACE mission is a strategic climate continuity mission that will extend the high-quality ocean ecological, ocean biogeochemical, cloud, and aerosol particle data records begun by NASA in the 1990s. The mission will be capable of collecting radiometric and polarimetric measurements of the ocean and atmosphere, from which these biological, biogeochemical, and physical properties will be determined. PACE data products will not only add to existing critical climate and Earth system records, but also answer new and emerging advanced science questions related to Earth's changing climate. Formal responses to this RFI are limited to 25 pages, and are due from prospective offerors on September 29, 2017 no later than 5:00 PM EST. These responses must be submitted via electronic transmission to: Mr. Antwan G. Reid at Antwan.G.Reid@nasa.gov and Mr. Joseph J. Knuble at Joseph.J.Knuble@nasa.gov. The subject line of the submission should be " Solar Calibration Assembly" and attachments should be in either Microsoft WORD, POWERPOINT, or PDF format. In addition, please provide a point-of-contact including name, address, telephone/fax numbers, and email address. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Companies also must be registered in the System for Award Management (SAM) (www.sam.gov) to be considered as potential sources. The statement of capability shall be UNCLASSIFIED. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Your responses will not be returned nor will respondents be notified of the results of the evaluation. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable). No solicitation currently exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. See attachments for additional information.
