Description
Sources Sought Announcement This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. small or other, as appropriate and (i) must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below in italics. SCOPE OF WORK To provide transportation for laundry delivery Services of clean and soiled linen items from the Phoenix Veterans Administration Health Care System (PVAHCS), Laundry Plant, Phoenix, AZ. to the Southern Arizona Veterans Administration Health Care System (SAVAHCS), Tucson AZ. and the Northern Arizona Veterans Administration Health Care System (NAVAHCS), Prescott AZ. and back again and surrounding CBOCS. The contractor shall furnish all management, labor, transportation, and pick-up and delivery service. The transportation company will align its transportation hours with the hours of delivery for the PVAHCS, Phoenix, AZ. starting at 0400 hrs. in the morning Monday through Friday returning from SAVAHCS, Tucson, AZ. and NAVAHCS, Prescott, AZ. by 9 AM on the same day of delivery and if necessary will do a second run one day a week depending upon production. The transportation company shall have more than (3) three available trailers to transport laundry and if there is a mechanical breakdown repair issue transportation company shall switch trucks and make the deliveries on time no more than (4) four late deliveries within a one-year calendar. LOCATION: Phoenix VA Health Care System (PVAHCS) 650 E. Indian School Road, Phoenix, AZ 85012 Southern Arizona VA Health Care System (SAVAHCS) 3601 South 6th Ave. Tucson, AZ 85723 Northern Arizona VA Health Care System (NAVAHCS) 500 North Highway 89, Prescott, AZ 86313 DELIVERABLES The vendor shall provide transportation for Linen Delivery Services from PVAHCS to SAVAHCS and NAVAHCS on site indefinite delivery, indefinite quantity. PICKUP AND DELIVERY The contractor shall provide Linen pickup and delivery service. On pickup documents the contractor shall record the number of carts with quantity or weight of clean linen delivered on the delivery ticket and Soiled linen documented on return ticket to facility. The government representative at SAVAHCS and NAVAHCS will verify that amount the contractor delivers from PVAHCS and the amount being received at the PVAHCS. The contractor must also wash and sanitize the cargo area of the vehicle after every load. The contractor must provide a list for items not delivered on schedule. Deliver to SAVAHCS and NAVAHCS will be a combination of (5) five days a week, NAVAHCS will be delivered and picked up twice a week and SAVAHCS will be delivered and picked up three times a week. The items per each shipment being shipped are (10) ten to (30) thirty linen Turn-about carts, size: 30 W x 57 L x 66 T and weight up to (1,000) one thousand pounds (Lbs.) each, most averaging approximately 650 Lbs. This service shall include loading, unloading, segregating, transporting, counting and obtaining necessary documentation for pickup and/or delivery the contractor company shall provide their own vehicle with full insurance and the drivers must be license contractor drivers with clean CDL. The contract company, driver will be responsible for current inspections and licensing on all tractors, trailers and drivers. The contract company shall maintain a safe operating vehicles at all times delivery operations shall be coordinated with the medical center staff and any departure from the schedule in excess of (30) thirty minutes will require phone communication with the contractor and the assistant chief over the laundry or laundry plant manager for coordinating the rescheduling of government personnel for loading and unloading operations the contractor shall record the number of carts not delivered and the reason. The contractor shall have no less than (3) three semi-trucks with trailer in good working and operating order. If one truck goes down the company must be able to replace that truck and move the load in (1) one hour from break down and arrive at receiving facility no more than (2) two hours late based on breakdown or extreme emergency. No more than more than (4) four break downs in a calendar year. Important information The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No subcontracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 561730 ($7.5M). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
