- N00164-17-S-NC28 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT -Uninterruptable Power Source (UPS) for Surface Electronic Warfare Improvement Program (SEWIP) AN/SLQ(V)6 Systems Power Requirement- PSC 5975 - NAICS 335999 Aniticipated Issue Date: 8/31/2017- Anticipated Closing Date: 09/30/2017 Introduction: The Government is issuing this RFI/sources sought announcement as part of market research for the acquisition of the supply of an Uninterruptable Power Source (UPS) products, including EBM (Extended Battery Modules) to protect the AN/SLQ(V)6 Systems from power failures and provide 30 minutes of uninterrupted power to the AN/SLQ-32(V)6 system in the event of power failure. The UPS shall meet or exceed the attached Draft Performance Specifications. Problem Statement/Requirements: Sources are requested to provide potential solutions based on the ability to meet the draft attached requirement Performance Specifications. Potential Contractors are encouraged to redline the Draft document if a potential solution meets some of the requirements but cannot meet other requirements and to highlight what can be met and what cannot. For those requirements that cannot be met, detail the level and/or reason for the shortfall. Please consider closely the Funding, Delivery and Acceptance Requirements in Section 3.0, pages 8-9. If a site visit is something that may seem necessary, please include the rational as well. The Government is requesting supporting documentation and rational to assist in the Commerciality Determination in accordance with FAR 2.101. Other information in the following areas should also be considered: the number of racks and battery quantity (the Government prefers the fewest racks possible), production lead time, budgetary estimate, system limitations, and warranty. Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as white paper). This white paper should not exceed 10 pages, with an executive summary (short paragraph) on the effort and may include digital copies of product brochures, spec sheets, or other technical documents. The white paper ideally addresses the primary categories listed below and as many of the optional categories as possible. Submission Instructions: Respondents should submit the white papers electronically prior to 4:00 p.m. EDT on 30 September 2017 in order to be reviewed. Submissions after this date will be accepted, although there is no guarantee they will be reviewed. White papers can be submitted in plain text, PDF or MS Word formats. Responses to the RFI will not be returned. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Include the following in the subject line of the e-mail: N00164-17-S-NC28 Uninterruptable Power Source (UPS) Responses to the RFI shall include the following: Submitter's Name Business Size Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone and facsimile numbers Announcement Number: N00164-17-S-NC28 All responses are to be submitted to Contracting Office POC, Alexia Yoo - Contract Specialist, Email: alexia.yoo@navy.mil. Email is preferred; however, email must be less than 4 MB. Interested parties may also submit supplemental hardcopy materials such as brochures, CDs, etc. Additional material provided do not count towards the 10 page limit for the white paper submittal. Additional Information: The purpose of this RFI is to gain information as Market Research. Proprietary information shall be clearly marked. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information, will be received and held in confidence for U.S. Government use only. Proprietary information will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one firm to establish future capabilities and requirements. The Government will NOT be responsible for any proprietary information not clearly marked. Vendors may be requested to provide additional information if clarification is required. No submitted material will be returned. NO FUNDING IS AVAILABLE for contractual efforts; however if funding does become available it will be in the amount of $149,990, therefore a budgetary estimate is requested. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this RFI announcement will NOT be reimbursed. The UPS Performance Specifications being provided with this request for information contain information that is export controlled and are under the constraints of Distribution Statement D. Distribution is authorized to DoD and DoD Contractors only. Contractors must be properly registered in JCP and in the Government System for Award Management database (SAM).
