- Project Title: Demo Biotage Extrahera SPE Automation System The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Biotage LLC to procure a demo Biotage Extrahera SPE Automation System. This procurement is recommended to be processed without full and open competition. The EPA National Health Environmental Effects Research Laboratory (NHEERL) Research Cores Unit (RCU) requires an automated sample extraction system that performs solid phase extraction (SPE), supported liquid extraction (SLE), phospholipid depletion (PLD), and protein precipitation (PPT) using 96-well plate and cartridge formats. The only automated sample extraction system that meets the Agency's requirements is the Biotage Extrahera SPE automation system. The Demo Biotage Extrahera SPE sample processing system will enable the EPA to automatically extract samples by SPE, SLE, PLD, and PPT methods using any type cartridges or 96-well plates. The system has a two tier design which gives it a minimal laboratory format that will fit readily into the EPA analytical chemistry laboratory without the need for reconfiguration of fixed laboratory furniture. In addition, the system is designed with an integral vent/exhaust that minimizes laboratory staff exposure to volatile solvents and eliminates the need for installation in a chemical fume hood. The system includes self-refilling solvent reservoirs that enable the equipment to operate unattended. The Biotage Extrahera system has a dual flow positive pressure system that permits use of extraction cartridges and plates, and allows fine control of extraction parameters to maximize analyte recovery and data quality. Solvent pipette tips can be re-used as appropriate. In addition, the instrument utilizes extremely user-friendly software that will enable EPA Analysts to easily experiment with rapid method development in regards to sample cleanup. Biotage is the sole manufacturer of the Biotage Extrahera SPE automation system and is the only known available source that satisfies the Agency's requirement. The circumstance permitting is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
