Description
NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with AML Oceanographic of Sidney, British Columbia, for the purchase of one (1) Moving Velocity Profiler (MVP) and accessories for the NOAA Ship Fairweather. The NOAA Ship Fairweather is a hydrographic platform which maps the seafloor. When the ship system is in use, a Moving Velocity Profiler (MVP) is deployed from the fantail, involving the towing of an instrument astern of the ship. This towed package is made up of a sensor (Micro CTD), tow body (free fall fish), and cable. This instrument allows the ship to survey continuously without the need to stop and measure the water chemistry. Without this instrument, operations must cease every 3 - 4 hours, for the purposes of performing a stationary cast, a potentially dangerous operation in rougher sea states. A functional MVP set-up improves ship productivity by ~20%, results in a higher quality product for the ship's customers, and leads to safer operations. The sole source determination is based on the requirement for the system to be an exact match to existing equipment to ensure functionality and compatibility of existing systems. The OEM, AML Oceanographic, is the only source from which to obtain the necessary equipment. AML does not have distributors This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
