Description
OFF-SITE CARDIOVASCULAR PHYSICIAN SERVICES FOR BENEFICIARIES OF THE ROBLEY REX VA MEDICAL CENTER The Robley Rex VA Medical Center, 800 Zorn Avenue, Louisville, KY has a requirement for services to provide off-site cardiovascular physician services at the request of VA staff. The contract period will be for one (1) year from the date of contract award, with four (4) one-year renewal options to be exercised at the discretion of the government. Solicitation Number VA-249-17-R-0429 will be issued in accordance with FAR Part 15 on or about September 25, 2017. NAICS Code 621111 applies with a size standard of $11.0M. This acquisition will be issued as unrestricted. Copies of the solicitation may be obtained at the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Copies will not be mailed from the Contracting Office. Any future amendments and other miscellaneous documents will also be available from FBO. Offerors are advised that they are responsible to monitor for amendments, regularly checking the FBO website. All prospective offerors must be registered in the System for Award Management (SAM) database at https://www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration. Services Provided: The Contractor shall provide Board Certified Cardiovascular Surgery and Interventional and Electrophysiology Cardiology Physician Services at off-site locations as part of his/her regular practice in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Robley Rex VA Medical Center, Louisville, Kentucky. It is estimated that approximately 125-150 patients per year will require services. The Contractor s physician(s) care shall cover the range of Cardiology services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by The American College of Cardiology (ACC): http://www.cardiosource.org/Science-And-Quality/Practice-Guidelines-and-Quality-Standards.aspx. On-Call Coverage for Emergent/Urgent Cardiovascular Surgery and Electrophysiology and Interventional Cardiology Services - The Contractor will provide on-call telephone consultation coverage 365 days per year, 24/7. This on-call includes evaluation and treatment of Veteran patients presenting with Cardiac conditions requiring emergent/urgent Cardiovascular surgery or procedure. Required services include Emergent/Urgent Cardiovascular Surgery, Intracardiac Electrophysiological Procedures/Studies, and Emergent/Urgent Cardiovascular Outpatient Procedures. If required, the Contractor shall transfer the Veteran patient to a local hospital of the Contractor s choice; however, it must be within 20 miles of the Robley Rex VAMC. The Contractor must be able to properly manage acute Cardiology patients and must have admitting privileges at the specified local hospital. Coverage will include consultation with the Robley Rex VAMC s physicians regarding the appropriate medical care of Veterans presenting with Cardiac conditions and inpatient/outpatient treatment as required in the Contractor s location of choice. A telephone response is expected within 30 minutes from the initial call. Charges for hospital care completed at a local hospital will be reimbursed by the Robley Rex VAMC, Non-VA Care Office, Louisville, KY. Reimbursement for off-site services will be paid through the Non-VA Care Office at 100% of Center for Medicare and Medicaid Services (CMS) rates or Diagnosis-Related Group (DRG) rates.
