- The Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Northeast Fisheries Science Center ( NEFSC) has a requirement to support, expand and enhance electronic Vessel Trip Reporting (eVTR) in Southern New England and Mid-Atlantic Fisheries. The Northeast Fisheries Science Center's Cooperative Research Branch (CRB) has developed a software system that satisfies Vessel Trip Reporting requirements for many Northeast commercial fisheries, and is certified by the Greater Atlantic Regional Fisheries Office (GARFO) for electronic Vessel Trip Reports (eVTR). The Fisheries Logbook and Data Recording Software (FLDRS) has been tested across a variety of NE fisheries and accounted for more than 6,000 eVTR trips per year in 2014 and 2015, which is over 90% of all eVTRs received. One or more contractors will be selected to work with a target of 20 commercial vessels in Gulf of Maine fisheries, including trawl, gillnet, and longline fisheries. The project will focus on New England-based sector vessels that have been using FLDRS for eVTR reporting through previous collaborations with the NEFSC Data Management Services Division or other groups. The contractor(s) will work to increase GPS use to facilitate advances in data collection and to increase the testing and use of new temperature - depth and inclinometer probes. The NEFSC intends to issue a Request for Quotations (RFQ) for a firm, fixed price purchase. The RFQ will be issued on or about September 1, 2017, in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fedbizopps.gov. The RFQ number is EE133-F-17-RQ-0853; hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. The anticipated award date will be on or about September 15, 2017. This acquisition will be awarded as a firm -fixed price order under Simplified Acquisition Procedures, FAR Part 13. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM) www.Sam.gov. The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, effective January 13, 2017.
