- Description
- This is a presolicitation notice in accordance with FAR 5.204 to publicize the planned sole source procurement for the purchase of remediation services which will support bench scale testing of a paint stripper, DeconGel, a surface decontamination gel to remove contaminants and paint from sample metal substrates. This requirement is in support of the Navy's Environmental Sustainability and Development to Integration Program (NESDI). Service will be performed off site at contractor's plant. The Naval Surface Warfare Center Carderock Division (NSWCCD) in Bethesda, MD intends to solicit and award a sole-source, firm fixed-price purchase order in accordance with Simplified Acquisition Procedures for commercial items in accordance with FAR 6.302-1(a)(2)(ii), Only One Responsible Source. The proposed purchase order is being solicited on a sole-source basis to KT-Chemicals Inc of Richardson, TX. The applicable NAICS code is 325998 and the business size standard is 500 employees. The set-aside for small business concerns has been dissolved. The basis for restricting competition is for the following reasons: the re-formulation product and services required for this project can only be obtained from KT Chemicals, the manufacturer of DeconGel. No other manufacturer can provide the proprietary reformulation or the highly specialized services of formula alteration to include paint stripping and surface profiling agents that will meet the NSWC's specific need. Interested firms may identify their interest to respond to this requirement within 15 days from the date of this posting. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
