- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the removal and replacement of the existing pond liner and bedding material of the Hoover Dam Wastewater Evaporation Ponds, which are a part of the Hoover Dam Wastewater Treatment Plant. The two evaporation ponds are approximately 300 ft by 75 ft. They are currently lined with a 36 mil polypropylene geomembrane liner. This requirement will be to remove and replace the existing pond liner and bedding material with a new polypropylene geomembrane liner that will be 50-60 mil or thicker and place a 1-foot soil cement cover on both the bottoms and slopes. The project will entail earthwork compaction and road grading. The Waste Water Treatment Plant (WWTP) is located on U.S. Highway 93, north-east of Boulder City, Nevada, in Mohave County, Arizona. All qualified concerns that may be interested in performing the proposed project are encouraged to submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. The applicable North American Industry Classification (NAIC) code for this requirement is 237990, with a small business size standard of $36.5Mil. Firms may also provide recommendation for use of an alternate NAICS code. Include the following information with the capability statement: 1. Narrative discussing firms ability to complete this type of work, 2. Previous completed projects performed of similar nature, 3. Business name, address, point of contact, DUNS number, phone number and email address; and 4. Business size & type: 8(a), HubZone, Service Disabled Veteran, Woman Owned Small Business, Small Business or Large Business, etc. Capability statements are to be submitted no later than September 11th, 2017, 3:00 PM PST. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition and for purposes of market research. All businesses, regardless of size, capable of providing these items are invited to respond. Any information provided by industry to the Government as a result of this sources sought is voluntary. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein.
