- DESCRIPTION: Since 1972 the Air Force Judge Advocate General's Corps (AFJAGC) has employed the Automated Military Justice Analysis and Management System (AMJAMS) to assist AFJAGC personnel with the administration and supervision of the military justice system and the resulting good order and discipline of airmen. The underlying architecture was designed specifically as a desktop application in a client server architecture using military justice business rules. The current version of AMJAMS was ported to the web in 2010, but its current design is difficult to modernize and has remained substantially unchanged since 1996. Greater agility is a critical need to accommodate frequent changes to underlying military justice business rules, continually increasing security requirements and challenges, and the ongoing need of commanders for timely and accurate legal advice. Redesigning AMJAMS and the supporting database will allow AFJAGC and the Air Force commanders and decision makers to fully leverage the power and flexibility of modern technology. Notionally the United States Government (USG) is considering making multiple project level awards via an Other Transaction agreement (AFRL/RI OSAI, led by SOSSEC), totaling approximately $600K, for 2-3 months of prototype development and verification and validation. USG may or may not then choose to make one award for purchase and lifecycle sustainment of the winning Commercial-Off-The-Shelf (COTS) solution separate from the Other Transaction agreement. REQUIREMENTS: A comprehensive end-to-end COTS web-based case management platform which is capable of being authorized and accredited to operate on the Sensitive-but-Unclassified Air Force Network (AFNET) and features modern technology capabilities. The platform should include the following capabilities: 1. Case management capabilities for complex business process interactions between data, people, business, documents and regulatory policies with the aim of achieving optimal outcomes in an efficient process. Shall have adaptive case handling that can handle planned and unplanned actions as well as flexible timing of when such actions can occur. 2. Role-based authentication and authorization to access distributed, heterogeneous and sensitive data. 3. Intelligent and versatile data capture, display and output which is integrated with process management allowing users to efficiently interact with the system. Comprehensive and highly-configurable role-based user experience. 4. Advance reporting and analysis capabilities through a full featured business intelligence tool. Includes role-appropriate analytics, graphical dashboards, outcome metrics, decision-management and reporting. It should automatically generate a wide-variety of documents, forms and reports, and facilitate interactive ad hoc reporting. 5. A graphical-model-driven authoring environment and an integrated execution engine for accelerating development of process-centric applications. Intelligent life-cycle plan in which vendor platform upgrades easily combine with government development and customization. 6. Advanced technologies including mobile, business intelligence analytics, advanced user interface and agile development capability. The vendor should have a history of continuously implementing the latest advanced technologies into the platform. 7. Easily integrated and interoperable with external assets, including vertical- and horizontal-specific applications, software infrastructure, databases and content repositories. The Air Force Legal Operations Agency Military Justice Directorate (JAJM) has identified an immediate need for a reliable case tracking application which includes the following functional capabilities: 1. Collect baseline information on airmen under investigation for potential violation of the Uniform Code of Military Justice (UCMJ). 2. Track offenses, by offense code, which are investigated and adjudicated through any military justice or administrative action process. 3. Monitor the current status of any case in real time. 4. Provide management of cases to ensure they are progressing properly; analyze proposed punishments to ensure they are permissible under the UCMJ and Air Force Instruction 51-202; track individual's participation in a case; allow for supervisory oversight of cases as they progress; and allow for the simultaneous processing of multiple outcomes to a single investigation case. 5. Generate reports/metrics which can assist in managing assigning Judge Advocate Corps (JAGC) resources effectively and ensuring the timely processing of military justice cases. SUBMITTAL INSTRUCTIONS: The intent of this synopsis is to promote the opportunity to potential vendors and to explain the next steps. Interested, capable sources must become members of the System of Systems Consortium (SOSSEC). SOSSEC is the consortium lead of the Open Systems Acquisition Initiative (OSAI) Other Transaction Agreement managed by AFRL/RIKD. The "Disciplinary Oversight Management System Protype Pilot" effort will be competed among members of the consortium. Joining the SOSSEC consortium is a quick process. New members will be asked to review the consortium membership agreement and pay a $500 membership fee. SOSSEC acts as a mentor and intermediary, supporting companies that offer prototype solutions.
