Animal Feed and Bedding Sources Sought Notice HHS-NIH-SS- NIHOD2017149 Introduction This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 311119 should not submit a response to this notice. Background The purpose of this project is to procure commercially-available, laboratory animal feed and bedding to support the Division of Veterinary Resources (DVR). DVR maintains research animal holding facilities at the NIH Animal Center in Poolesville and Bethesda Maryland. DVR provides animal care and technical research support services to the NIH intramural research community. DVR provides quality assurance that all animal feed and bedding meets the required standards to maintain research animals per protocol. The Office of the National Institutes of Health (NIH), Division of Veterinary Resources (DVR), seeks a contractor to furnish laboratory animal feed and bedding that meets NIH specifications detailed on the ORS/DVR website using this link: http://www.ors.od.nih.gov/sr/dvr/drs/nutrition/Pages/Sources-Sought.aspx In addition, the Contractor shall furnish laboratory animal feed and bedding to DVR animal facilities on a regular, weekly schedule. Manufacturing Facilities : The contractor shall notify the Contracting Officer Representative named in the contract of any change in the location of production facilities and or distribution warehouses, including subcontractors. Diet Delivery/Mill Dates: Laboratory animal diets shall be delivered within 60 days of the mill date indicated on the bag. The Government reserves the right to reject any bags that do not adhere to this specification. All deliveries shall be palletized on a clean, new, commercially-standard-sized, four-way pallet. The total height of products on each pallet shall not exceed 55”. Each pallet shall be shrink-wrapped to assure safe and proper handling. Unless otherwise specified, deliveries shall be made to the delivery points indicated via purchase requisition or e-mail communication during the work week only (excluding Federal Holidays) between the hours of 8:00 a.m. and 2:00 p.m. to coincide with staff availability. Trucks arriving after 2:00 p.m. may not be allowed to deliver. Inspections: The Government reserves the right to perform inspections Contractor’s manufacturing and distribution facilities during contract competition and evaluation phases and during the contract term to assure compliance with NIH Standard 1 for laboratory animal diet production or NIH Standard 4 for laboratory animal bedding production. Diet Bags: Each bag shall be marked with the name of the product, the manufacturer, net weight, ingredients, guaranteed analysis of the contents, mill date (month, day, year), and batch number. Diet bags shall be no heavier than the OSHA-recommended weight of 40 lbs. Autoclavable diets shall be packaged in oversized and aerated bags to allow for more efficient sterilization. Deliverables : Packing slips shall be included, per type of diet or bedding delivered and delivery location, with each shipment. Packing slips shall include product delivered, quantity, delivery date, and location Capability Statement Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement must specifically address each feed and bedding requirement separately. Additionally, the capability statement should include 1) the total number of employees, 2) an outline of previous requirements that are similar to the animal feed and bedding requirement in which the organization and proposed personnel have participated, 3) acknowledgement that they are able to provide all of the feed and bedding items, and 4) any other information considered relevant to this program. The capability statement must not exceed 15 single sided or 7.5 double sided pages in length and using a 12-point font size minimum. Interested small business organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements (one original and one copy) sent in response to this Sources Sought Notice must be submitted to Terita Stevenson, Contract Specialist, at 6011 Executive Blvd., Room 539-C, Rockville, Maryland 20852, on Friday, September 15, 2017 by 1:00 pm. EST. All responses must be received by the specified due date and time in order to be considered. Questions must be in writing. Questions are due on September 7, 2017 at 1:00 pm. EST. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends a single award Indefinite Quantity Indefinite Delivery (IDIQ) contract, for a period of three years with an approximate award date of December 1, 2017.
