- Description The National Cancer Institute (NCI), Radiology Biology Branch (RBB), Center for Cancer Research (CCR), plans to procure the brand name Rapid Biomedical 13C Head Coil for Philips Achieva 3T MRI scanner for the clinical hyperpolarized 13C MRI manufactured by Rapid Biomedical GmbH, Kettelerstr 3-11, 7222 Rimpar, Germany. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 334517 and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Items shall be delivered within 150 days after award. It has been determined that there is no opportunity to acquire green products or services under this contract. The purpose of this acquisition is to procure the brand name Rapid Biomedical 13C Head Coil for Philips Achieva 3T MRI scanner, including installation with the following characteristics: - 13C, 1H volume head coil for Philips Achieva, software version R3.2 - 13C channel transmit/receive, quadrature polarization, resonance frequency 32.1 MHz - 1H channel transmit/receive, quadrature polarization, resonance frequency 127.7 MHz - fixed tuned - open design - inner diameter 26.5 cm, outer diameter 35 cm - interface to Philips Achieva - FDA approved medical device for Philips Achieva Equipment (both hardware and software) shall be warranted for a period of one (1) year from the date of acceptance: The Molecular Imaging Program in NCI possesses a Philips 3T MRI machine and the Radiation Biology Branch is collaborating with them and various branches in both NCI and NIH on new research projects using it. The high quality FDA-approved clinical 13C head coil from Rapid Biomedical is an essential part of the project and necessary for these collaborations. RAPID Biomedical is the only company to have brought customized RF coils into the market that are individually designed to the need of the scientific MR community and also FDA approved. Thus, they are supporting new dimensions of MR research as well as clinical and pre-clinical studies. Through the high level RF expertise and attentive alliances with the MR system manufacturers NCI today can offer full compatibility for all of our coil solutions whether standard or customized. In more than 15 years of company history RAPID Biomedical has delivered over 1200 different coil designs into more than 30 countries all over the world. They have thorough experience in designing and manufacturing coils from low field (from 0.2 T) to UHF human and animal scanners up to 21 T NMR systems. The range of non-proton solutions delivered by RAPID Biomedical includes 11 different nuclei (and counting). All coils are manufactured in Rimpar, Germany. To ensure the highest technical standards our R&D department maintains close cooperation with various institutes throughout the world resulting in regular (co-)authorships of scientific publications. Rapid Biomedical is the only known source with FDA approval. If any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities and or quote. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above specifications described herein. A hard copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 11, 2017. Electronic capability statements will be accepted (i.e. email or fax). All questions must be in writing and emailed to Anita Hughes, Contracting Officer at anhughes@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) via www.sam.gov. No collect calls will be accepted.
