RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Project Manager, Close Combat Systems (PM CCS) is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest in and/or industry technologies available to support/provide any of the components and complete end items comprised in the baseline M7 Spider Networked Munition for US Army or authorized Foreign Military Sales (FMS) requirements. The results of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. PROGRAM BACKGROUND The M7 Spider Networked Munition is a hand-emplaced, remotely controlled, Man-In-The-Loop antipersonnel munition system. Spider provides equivalent munition field effectiveness when compared to capabilities provided by antipersonnel landmines, but does so without the residual life threatening risks after hostilities end or when warring factions depart. The fielding of this system, with its sensors, communications, and munitions, changes the way the soldiers operate in an otherwise unpredictable battlefield. Each munition is controlled by a remotely stationed soldier who monitors its sensors, allowing for more precise (non-lethal to lethal) responses - a significant advancement and advantage. The system's design allows for safe and rapid deployment, reinforcement, and recovery as well as safe passage of friendly forces. Spider eliminates the possibility of an unintended detonation through early warning and selective engagement of enemy forces. Spider is designed for storage, transport, rough handling, and use in worldwide military environments. REQUIRED CAPABILITIES Respondents shall address their ability to manufacture, inspect test and deliver the baseline M7 Spider Networked Munition and items listed with National Stock Numbers or similar items as a suitable alternative. The M7 Spider System consists of: Radio Control Station (RCS) Kit (NSN 7022-01-560-7332 Computer Console, Tactical: RCU; NSN 5895-01-560-7783 Receiver Transmitter Group: RCUT) Repeater Kit (NSN 5820-01-568-0788 Repeater Radio) MAM Kit (NSN 1290-01-567-5207 Adapter, Network Command Munition: MAM) Radio Control Station (RCS) Accessory Kit (NSN 6140-01-571-3911 Battery, Storage: TRB-1264; NSN 6130-01-571-1398 Power Supply: AC-DC Converter with Cable; NSN 6130-01-571-1442 Charger, Battery; NSN 6130-01-571-9939 Power Supply: DC-DC Converter; NSN 6150-01-571-1394 Cable Assembly, Power, Electrical; 31M Cable; NSN 6150-01-571-1418 Cable Assembly, Power, Electrical: NATO Cable) Munition Control Unit, Trainer (MCUT) Kit (NSN 6920-01-570-0648 Trainer, Control Unit, Munition (MCUT); NSN 6920-01-567-0234 Trainer, Launcher and Grenade, Network Command Munition: MGTS) Ammunition (NSN 1346-01-538-3120 Miniature Grenade Launcher (DODIC: TS01); NSN 1346-01-538-3141 Extend Range Trip Sensor (ERTS) (DODIC TS02); NSN 1346-01-606-5980 Munition Control Unit (MCU): M32 (DODIC: TS09)) Technical drawings are available upon request for informational purposes only. The highest distribution level for these drawings is Distribution D: Distribution authorized to the Department of Defense and U.S. Department of Defense contractors only. The drawings are subject to the International Traffic in Arms Regulations (ITAR). This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States. Interested sources wishing to request these drawings must demonstrate that the company has an active status in the Defense Logistics Agency Joint Certification Program (JCP) when submitting requests to the Government Point of Contract. Responses shall address the following: 1. Capability, facility and relative experience in manufacturing and testing M7 Spider Networked Munition. This includes any additional capabilities or experience and drawings the offeror possesses in regard to the manufacturing of Spider parts outside of specifications of the drawings provided in this notice. 2. Experience with production of Spider and subsystems. 3. Monthly production capacity and/or potential capacity. 4. Ability and/or experience in planning, managing and execution of production and delivery schedules of Spider. 5. Ability to attain security permits to allow for the handling, storage, and shipment of explosive material, components, or any regulated items. 6. Ability to acquire facilities with sufficient safety clearance to handle, store, and assemble components and explosively loaded fuzes or energetics. 7. Identification of any key suppliers and/or subcontractors to be utilized in the manufacturing and/or testing of the legacy Spider. 8. Include in your response your ability to meet the requirements for facility and personnel clearances and safeguarding requirements. 9. Include a Rough Order Magnitude cost estimate, draft planning schedule and associated assumptions for 75 end systems. ELIGIBILITY The applicable 2012 North American Industrial Classification System (NAICS) code for this requirement is 332993 - Ammunition (except Small Arms) Manufacturing with a Small Business Size Standard of 1,500 employees. The Product Service Code (PSC) is 1346 - Remote Munitions. Please indicate you organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status in your response. Businesses of all sizes are encouraged to respond, however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS Interested businesses should submit a capabilities statement demonstrating the ability to provide the products/systems listed in this Sources Sought Notice. Submissions should be in contractor format, no less than 10 point font. No phone responses will be accepted. Responses shall include 1) Organization name, address, primary points of contact (POC's) and their email address, Web site address, telephone number, and type of ownership for the organization and 2) Tailored capability statements addressing the requirements of this notice with appropriate documentation, supporting claims of organizational staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
