- The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Infectious Diseases intends to negotiate on an other than full and open competition basis with University of California, Davis, 1850 Research Park Drive, Ste 300, Davis, CA 95618 to procure sixteen (16) 1-year-old Rhesus Non-Human Primates that are the Epstein-Barr virus (EBV) and cytomegalovirus (CMV) seronegative. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 approximately one (1) year from date of award. The LID requires sixteen (16) 1-year-old seronegative blood test from exposure to the EBV and CMV for the purpose of vaccine studies. The animals must test negative for these viruses under investigation and therefore must be reared from the moment of birth and raised by qualified veterinary staff. The Rhesus macaque is the ideal model for CMV and EBV non-human primate research. Another primate species cannot be substituted, and CMV+ and EBV+ animals will make any data collected meaningless and unusable. Rhesus Non-Human Primates are being obtained from one location where we have previously purchased, which it is important to have the same background with similar environmental exposure. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the required Rhesus Non-Human Primates may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1861227) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Wednesday, September 13, 2017. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
