This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 – Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-94, 05-95 (19 January 2017) and Defense Federal Acquisition Regulation Supplement (DFARS) (22 December 2016). This requirement is set-aside for small business concerns under NAICS code 325414 (Biological Product (except Diagnostic) Manufacturing) with a size standard of 1,250 employees. In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications by the close date of the solicitation. Offerors interested in responding to this requirement must provide a quote for the specific reagents listed in the table above. Competition is limited to the specific brand name reagents, IAW FAR subpart 13.106-1(b): (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available ( e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). MiRCURY LNA Univ RT microRNA reagents and assays : The requested reagents support studies involving the analysis of biosamples from animal studies and involve a limited quantity of isolated miRNA for the purpose of assessment of radiation dose and tissue injury. Hence, the need for reagents and assays that possess high sensitivity, high specificity, and large dynamic range. TaqMan microRNA reagents and assays : The laboratory needs quantitative and specific assays for detection of miRNA targets to support the use in radiation dose assessments and radiation injury to specific tissues. Use of the TaqMan chemistries along with the QC features of the TagMan reagents afford the assurance of the required specificity in the studies. Split awards are possible. Offerors are not required to provide pricing for all of the items. Quotes for alternative reagents will not be considered. The government intends to award a single firm-fixed priced (FFP) order, based on a lowest price technically acceptable basis. The government reserves the right to award without discussions. Quotes must include all applicable costs, including shipping and handling, the total quoted price will be the evaluated price. Item(s) will be shipped to Bethesda, MD. Offerors must also submit the following with their quote, if not completed in their SAM registration: • Completed copy of provision 52.209-2 • Completed copy of provision 252.225-7000 • Estimated delivery lead-time See attached for provisions and clauses applicable to this requirement. Deadlines : Questions/clarifications regarding this solicitation must be submitted via email to samantha.dublin@usuhs.edu by Monday, 11 September 2017. Any question received after September 11th will not be answered. Questions will not be answered over the phone or submitted by any other means. All questions will be answered in an amendment to the solicitation posted on or around Tuesday, September 12th. Quote packages are due by 10:00 PM Eastern Local Time on Monday, 18 September 2017. Quotes must be submitted via email to samantha.dublin@usuhs.edu. Quotes will not be accepted by any other means. Late quotes will not be considered. Offerors will receive an email confirmation that their quote was received and whether it was on time or late within two (2) business days. Quote packages should include a cover sheet that provides the following information: • Company Name • Point of Contact, to include email and phone number • DUNS Number • Statement that includes acknowledgement of latest amendment number (if applicable). Failure to acknowledge the most recent amendment number, may render an offeror’s quote non-responsive. • Preferred method of payment (Visa or EFT) Please see the attached RFQ for a better format of the requirement.
