Description

2 NOTICE: This is a Combined Synopsis/Solicitation notification. The National Cemetery Administration (NCA) s Intends to Sole Source to a Service Disabled Veteran Owned Small Business (SDVOSB) concern (Worrell Contracting Company, Inc.) for a NCA Millennium Shrine Project (North American Industry Classification System (NAICS) code: 236220 Commercial and Institutional Building Construction). This is a commercial services contract for the Chattanooga National Cemetery. The Chattanooga National Cemetery has a need for the removal of an old underground water distribution system. The need also requires the removal/displacement of existing upright and flat marker headstones. Upon installation of a new and fully functional underground water distribution system, the contractor will clean, raise, realign, and reset designated upright headstones and flat markers and renovate all designated areas of turf (border areas include the area from roadways/fence to interment area) at the Chattanooga National Cemetery, located in Chattanooga, TN. The agency intends for the work to commence on September 27, 2017. The proposed contract action is for services which the Government intends to solicit from only one source in accordance with FAR Parts 6.302-1(Only one responsible source and no other supplies or services will satisfy agency requirements) and 12.6 (Streamlined procedures for evaluation and solicitation for commercial items). This is not a request for competitive solicitation responses but interested Offerors and responsible Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Business (SDVOSBs/VOSBs) may identify an interest and capability to respond to the requirement or submit a response to the solicitation. All solicitation responses must be received by Noon (Eastern) September 15, 2017 and will be considered by the Government. Contractor services are to be performed at: Chattanooga National Cemetery 1200 Bailey Avenue Chattanooga, TN 37404 A determination by the Government not to compete this proposed contract based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will only be accepted in writing by email at tene.becknell@va.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89.
