- The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services (CGS) Region 1 has been tasked to solicit for a contractor to provide and delivery up to 1,000 tons of rip rap to the Don Edwards San Francisco Bay National Wildlife Refuge. Project is a small business set-aside. Small business size is defined as not exceeding 500 employees. Applicable NAICS code is 212319. The period of performance for deliveries is 9/1-2017 to 10/15/2017 and again 3/31/18 to 9/30/2018 The following is an overview of the required tasks. 1.GENERAL: Don Edwards San Francisco Bay National Wildlife Refuge (Refuge) maintains many miles of levees. These levees deteriorate over time due to weather conditions and storms that frequent the area during the winter months. Levees have deteriorated in some locations to the point that they are unsafe for refuge employees and the general public. This project will add riprap to key areas around the refuge to improve the ability to access and maintain levees and provide recreational opportunities. 2.DEFINITIONS: Riprap is defined as virgin rock on average 8 ¿-12 ¿ rock, and no larger than 24 ¿. 3.SCOPE: The contactor will provide as much as 1,000 tons of riprap to be delivered to the Refuge. Riprap should be virgin rock. Refuge personnel will provide guidance to drivers as to the specific locations within the refuge where the riprap is to be unloaded. Delivery will require the use of an end dump. A minimum of three (3) deliveries and not more than five (5) deliveries may be requested by the Refuge. Contractor will provide pricing per ton for product and delivery. Delivery will be to multiple locations on the refuge. Main locations will be to levees accessed near Gold Street in the town of Alviso, CA; and on levees accessed by Crittenden Lane in the town of Mt View, CA. If priority areas are completed then secondary locations would be levees near the town of Fremont, CA, and levees near the town of Sunnyvale, CA. 4.DELIVERY AND PERIOD OF PERFORMANCE: Delivery period an Period of Performance will be 9/1-2017 to 10/15/2017 and again 3/31/18 to 9/30/2018 5.INSPECTION AND ACCEPTANCE: Job will be deemed complete once the full amount of material has been received and deposited on refuge roads as directed by refuge staff. 6.GOVERNMENT FURNISHED EQUIPMENT: NONE 7.AVAILABILITY: All work will be completed during normal business hours, Monday through Friday from 0700 to 15:30. 8.TECHNICAL COORDINATOR: Jared Underwood, Refuge Manager will be the technical coordinator for this project. Basis for award will be based upon the lowest unit price to provide and deliver up to 1,000 tons of riprap to the Don Edwards San Francisco Bay National Wildlife Refuge.
