- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 17-236-SOL-00021 is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This requirement is a total Small Business set-aside and the associated NAICS is 541990 with small business size standard of $15M. The IHS health system delivers care through direct care services provided in IHS, tribal, and urban (I/T/U) health facilities (e.g., hospitals, clinics) and through PRC services provided by non-IHS providers. The general purpose of PRC is for IHS and tribal facilities to purchase services from private health care providers in situations where: 1) no IHS or tribal direct care facility exists; 2) the existing direct care element is incapable of providing required emergency and/or specialty care; 3) utilization in the direct care element exceeds existing staffing; and 4) supplementation of alternate resources (e.g., Medicare, Medicaid, or private insurance) is required to provide comprehensive health care to eligible AI/AN. The Contractor is to review the medical appeal files for the PRC program. (vii) The performance period will include one base year and four (1) year option periods. Delivery and acceptance terms will be FOB Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017), applies to this acquisition. (ix) The provision at 52.212-2, Evaluation -- Commercial Items (Oct 2014) is being used for evaluation purpose. The evaluation criteria in paragraph (a) below is being used. (a) The award will be made to the Lowest Priced Technically Acceptable (LPTA) Offeror. The following is the salient qualification of the acceptable offeror: 1. The contractor shall have a capability to process review of the medical records by a Board Certified Licensed Physician. To meet this requirement the offeror shall submit a resume(s) for the key physician(s) to review the medical records; and 2. The contractor shall have a secure area to work on the medical reviews as they contain Protected Health Information. To meet this requirement the offeror shall submit a plan to provide a secure area for the physician who is going to review the medical record. 3. For evaluation purpose, the contractor shall provide the total price at 200 reviews for each year. In order for the quotation to be determined acceptable two criteria listed above shall be addressed by the offeror, otherwise the quotation will not be considered for the award. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
