- DLA Energy, Aerospace Energy intends to issue an unrestricted Request for Proposal (RFP) on a full and open competitive basis for the procurement of Liquid Argon, NSN: 9135-01-551-4562, Item: Type II Grade B, (Bulk), (99.985%) Purity IAW MIL-PRF-27415C, Propellant Pressurizing Agent, Argon dated 07 Aug 2013, for delivery into a United States Government-owned storage vessel on an f.o.b. destination basis to Kings Bay, Georgia. The total estimated contract quantity is approximately 333,850 lbs. with an estimated annual quantity of 66,770 lbs. The requirement includes associated services such as emergency delivery and detention. Also included in this requirement is all production, raw materials, supplies, management, tools, equipment and labor necessary for the manufacture and delivery. The Period of Performance will be five years from 29 December 2017 to 28 December 2022. The Government intends to award one Firm Fixed Price Requirements type contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition Procedures. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Price Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The RFP will be issued under this notice on or about 18 September 2017, and will be posted to the FedBizOpps web page ( http://fbo.gov ).
