Description
RFI/Sources Sought Academic Detailing The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC) is issuing this (RFI/Sources Sought) announcement pursuant to the Federal Acquisition Regulations (FAR) Part 10 Market Research. This market research is being conducted to identify parties having an interest in and the resources to support Academic Detailing support services for the Pharmacy Benefits Management, Academic Detail Program Office. The result of this market research will contribute to determining the method of procurement and may result in the issuance of a solicitation. The SAC is requesting responses from qualified business concerns; the qualifying North American Industry Classification System (NAICS) code for this effort is 611430  Professional and Management Development Training. This sources sought is to gain knowledge of potential qualified sources and their size classifications relative to NAICS 611430. It will also be used to identify qualified and responsible small business vendors (e.g. Service Disabled/Veteran-Owned Small Business (SDVOSB/VOSB), Historically Underutilized Business Zone (HUBZone), 8(a), small disadvantaged, women-owned small business) having an interest in and posses the resources to provide support for Academic Detailing. Responses to this notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this RFI or sources sought are not considered adequate responses to any corresponding solicitation announcement. All interested offerors will have to respond to any resulting solicitation announcement, in addition to responding to this RFI or sources sought. This source sought RFI is being published in accordance with Title 38 U.S.C. § 8127. Background: The mission of the VA Academic Detailing Service is to promote evidence-based care of Veterans. VA Academic Detailing Service goals are to promote quality care through policy and program development and oversight, and through operational oversight using innovative approaches and technologies. This may be accomplished by leveraging field-based clinician expertise and providing on-going monitoring of the quality of healthcare being delivered to our Nation s Veterans. One essential aspect of the Academic Detailing Service is to identify gaps between what is currently being provided and evidence-based treatment. This is particularly important when managing vulnerable populations and systems operating with constrained resources both of which apply to Veterans and the VA system. One potential reason for the gap between care being provided and evidence-based care is that prescribers receive much of their continuing medical education from commercial sources. Academic detailing uses a social marketing approach in which trained health care professionals visit physicians in their offices to provide unbiased, evidenced-based education about treatment options. Studies clearly demonstrate that academic detailing can both improve the quality and reduce the cost of care. VA Academic Detailing Service requires the professional services of a contractor to provide highly specialized training services for academic detailing and to coach and train VA staff in the evidence base for academic detailing and elements of communication. The VA Academic Detailing Service is seeking a vendor that is qualified to provide basic skills training and consultative work or advanced skills training. A vendor may be qualified to provide advanced skills training and not basic skills training. Respondents of this RFI shall provide the following information. The Performance Work Statement is attached: Vendor background summary including: Business name: Address: DUNS number: Point of contact information: Email: Phone: Website address: Business size: Socio-economic status: Whether you hold a GSA Federal Supply Schedule contract and schedule number: State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and /or the VetBiz Registry. Do you have the ability to provide academic detailing as a prime vendor? Do you have the ability to provide the training services and/or consultative work as a prime vendor? Do you qualify to provide basic skills training? Do you qualify to provide consutlative services? Do you qualify to provide advanced skills training? Please provide a list of contracts with similar requirements/scope that your business performed for federal customers. Please provide current or past customers (i.e., within the past (2) years), the contract number, total value, the percentage of the contract your company performed vice the prime or subcontractors, point of contact telephone number or e-mail address; and other material relevant to establishing core competencies of the firm. Include a description of how your business would conduct academic detailing services. Include a description of how your business would provide basic skills training on academic detailing, consultative work on educational materials, or advanced skills training on soft skills in communication techniques. State explicitly whether or not the required services are on your GSA Federal Supply Schedule and if these services can meet the requirements of the attached Performance Work Statement (PWS). Provide current commercial or GSA schedule pricing for specified trainings and support for this requirement. Provide the link or attached file to the General Services Administration (GSA) schedule information including schedule/contract number and schedule listing the specified labor categories required to complete tasks. (FSS Holders only) Provide tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Responses must be received in writing no later than 3:00 p.m. EST Friday, September 20, 2017. Responses should clearly state their ability to provide academic detailing services. No solicitation documents exist at this time; The Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this RFI/sources sought cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative cost incurred in response to this RFI/ sources sought.
