Description
OR-SH MTN NWRC-BULK FUEL DELIVERY 1. This synopsis is issued by the U.S. Fish and Wildlife Service, Region 1, Portland, Oregon. Sheldon-Hart Mountain NWRC has need for delivery of the following types of fuel that includes Unleaded Gasoline 87 Octane, 10% Ethanol; Diesel Fuel On-highway and Off-highway ; Propane; kerosene. On Hart Mountain National Antelope Refuge there are five (5) above ground tanks. Tank one holds 2,500 gallons of unleaded gasoline (87 Octane), tank two holds 2,500 gallons on-highway diesel, tank three holds 4,030 gallons off-highway diesel, tank four holds 2,080 gallons kerosene, and tank five holds 2,550 gallons of propane. On Sheldon National Wildlife Refuge there are three remote locations for the fuel drops, totaling six (6) above ground tanks: See the Statement of Work for detail. The Period of Performance is: 10/1/2017 thru 9/30/2018 with 4 one year option periods. 2. A fixed price with economic price adjustment contract is planned. Contract will be funded deferred. See the Statement of Work for detail. Delivery tickets are required and must be signed by the Technical Contact or other designated representative at the time of delivery. The Government will be obligated only to the extent of authorized purchases actually made and shall pay only for actual quantities received. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: 2005-94,2005-95 / 01-19-2017 4. This action is being solicited as a small business set-aside. The NAICS Code associated with this requisition is 324119, Fuel Bulk Stations and Terminals with a small business size standard of 100 employees. 5. Solicitation Number F17PPS001482 is planned for posting on Not Later Than 9/8/2017. Interested contractors are advised to check the website periodically for solicitation amendments. To be eligible for award, contractors must be registered in the System for Award Management (SAM) database http://www.sam.gov 6. 52.212-2 Evaluation,Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
