- J&A For Other Than Full and Open Competition The Colorado Army National Guard (CO-ARNG) intends to award on a sole-source basis a contract to Dallas Avionics, Dallas, Texas for TDFM-9000 multi-band radios and associated installations kits under FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The vendor must be able to provide the TDFM-9000 multi-band radios and associated installations kits. Market research has demonstrated that Dallas Avionics is the only responsible source able to meet the government's requirement for the specified radios. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Notwithstanding, any vendor who believes it is capable of meeting the CO-ARNG's requirement as stated herein may submit a capability statement, proposal, or quotation, which shall be considered by the agency only if received by 9:00am EST on September 18, 2017. Responses to this posting must be in writing and submitted to sabrina.m.deramus.civ@mail.mil. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) @ www.sam.gov prior to award in accordance with FAR Subpart 4.11.
