Description

ADMINISTRATIVE The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business set-aside. The applicable NAICS code is 339113 with a size standard of 750 Employees. The solicitation will be issued on or about September 11, 2017 for approximately seven (7) calendar days. Offerors will be required to submit their quotes electronically via email. This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at Ronald.shelko@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent issuance of the solicitation. It is the contractor s responsibility to view FBO daily for any amendments to this notice and the subsequent issuance of the solicitation. The biosafety cabinets must have the following characteristics: **Approximately 10 Units in 4ft. lengths and 2 units in 6ft. lengths.** Must come in 4, 6 and 8 foot length versions Unit must have an UV light for decontamination protocols / use Cabinets must be Class II, Type A2 Biological Safety Cabinet Electrical: 115 VAC, 60 HZ Supply HEPA Filter (44 W x 21 D x 3 H) Units must have Recessed and Removable Front Intake Grill Unit must have 100% Front Maintenance Construction Unit must have Automatic Blower Cut Off When View Screen is Closed Unit must have 10 ° Sliding View Window w/ 10 Working Access & Alarm Unit should have something comparable to Flowgard Control System w/ intelliflow airflow probe Unit must have at least 1 Service Valve Unit must have 3 Plugged Couplings (1 right/ 2 left sidewall) Units must have Telescoping Base Stand with Leg Levelers (4ft) Units must come with 5 Years Parts and Labor Warranty (Including HEPA Filters) Units / Manufacturer shall be listed to NSF/ANSI 49 and have the NSF label affixed. The cabinet shall be listed to UL 61010-1 requirements for Laboratory Equipment electrical safety, and shall have the UL label affixed. Units must be constructed from 16/18 GA, Type 304 stainless steel forming an all welded, monolithic, sealed structure. Unit supply HEPA filter shall be protected by a perforated metal diffuser covering the entire top of the work zone. Units must have air velocity from the supply filter shall average 55 to 65 FPM (.28 to.32 m/s) with no single point outside the 20% of average range measured in a horizontal plane defined by bottom edge of window. Units should have Energy Saver ECM Motor to provide energy efficient operation. Blower used in combination with the motor shall be sized for the proper width of the cabinet to maximize life of the HEPA filters. Unit cabinets must be designed for maximum user comfort and adjustability to meet the requirements of the American Disabilities Act. Standard non-metallic armrest (removable for cleaning) with flat area designed for maximum forearm comfort while maintaining containment performance. Maximum visibility into cabinet workzone shall be at least 23 11/16 inches from front access airfoil to exterior light housing and houses a perpendicular front view screen to minimize glare. Cabinet shall have a centrally located instrument panel within the control center that is easily serviced with quick disconnects. Cabinet shall have the capability of incorporating a user adjustable base stand or base storage cabinet as an option. The cabinet shall have a smooth operating sliding window from full closure to full opening at 19 1/2 inches. Cabinet shall have a large worktray removable with coved corners for easy cleaning. Units must have all positive pressure plenums surrounded by a vacuum relative to the Room. Units must have a control system for at least these functions: Easy user Interface via LED Display/function keys Control blower via solid state switch. Control lights via solid state switch. Control outlets via solid state switch. Disable audible alarm switch with ring back function. Control blower DC ECM motor with solid-state DC Motor Controller that provides automatic compensation (constant volume control) for both filter loading and line voltage variances. Monitor and display airflow velocity performance via monitor. Display time of day and temperature Security password protection of cabinet use. Night Care setback mode Units must have at least 2 standard outlets with drip proof covers on back wall. Units must have a permanent positive pressure plenum with quick release supply filter removal. Units should have front filters to enable removal without disassembly of the control panel and sliding window tracks/hardware. Units should have Eye-Level control panel that is located outside of the interior work zone. Units / vendor must provide Start up & Initial Certification
