- This FBO advertisement is hereby incorporated into the RLP 17-CENSUS by way of reference as an RLP attachment. The U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP) to fulfill anticipated 2020 Census Area Office requirements: City: Oakland, Emeryville, Alameda State: CA Delineated Area: The city boundaries of Oakland, Emeryville, and Alameda, including any unincorporated areas that fall within the city lines. Minimum ABOA SF: 7,000 Maximum ABOA SF: 7,300 Space Type: OFFICE Term: Wave 1: 25 months, 16 months firm Parking: 2 Reserved Spaces, On site or within 3 blocks Unique Requirements: Refer to RLP Package 17-CENSUS posted on the AAAP Website (aaap.gsa.gov) HOW TO OFFER: The Government is using the Automated Advanced Acquisition Program (AAAP) to satisfy the above Census space requirement. The AAAP application, located at https://aaap.gsa.gov, enables interested parties to offer space for lease to the Federal Government in response to RLP Package 17-CENSUS. Offered space must comply with RLP Package 17-CENSUS, posted on https://aaap.gsa.gov, and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, energy, and sustainability standards in accordance with the terms of the Lease. Interested parties must go to the AAAP website, select the orange “Registration” link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. An extended Open Period will be provided beginning on the date the Census AAAP RLP (17-Census) is published through October 7th, ending at 11:59 p.m. EST. Thereafter, the Open Period shall be the 1st through the 7th of each month, ending at 11:59 p.m. EST. Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. Please reference the “Response Date” under General Information to determine when offers are due. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. All RLP Package documents can be found at https://aaap.gsa.gov or https://lop.gsa.gov. At the bottom of the homepage, before logging in, select ‘Census’ from the drop-down list under the section titled ‘View AAAP Solicitations for Offer Package” then click the ‘View RLPs’ button. Once logged in, the RLP Package is available by clicking the ‘RLP & Lease Documents’ link at the top of the page and performing a search.
