Description
This is an announcement is a Special Notice/Intent to Award to Great Plains Network and directing interested parties to the FedConnect web page at https://www.fedconnect.net/FedConnect/ where details of a U.S. Geological Survey (USGS) Request for Quote (RFQ) G17PS00986 may be viewed. This Special Notice/RFQ constitutes the only solicitation. Period of Performance is Date of Award for FY 17 and FY 18 Internet back-up fees. See the Statement of Work Detail as included with the attached RFQ. This Service is for the USGS/EROS, 47914 252nd St. Sioux Falls, SD 57198. The posted RFQ contains a description of the requirement, Instructions to Vendors, and applicable clauses. It is believed that Great Plains Network (University of Missouri) is the only Service that can fulfill this requirement. As the Sole Source Justification states in part: ¿USGS/EROS has unique requirements for the capture, processing, monitoring, reporting, and distribution of scientific data in a timely manner. The GPN connection is necessary in supporting numerous USGS/EROS projects in meeting their missions, including Sentinel-2. GPN is a not-for-profit organization representing a diverse user base, and is the sole provider for this service. GPN is the Internet 2 Network back-up and provides redundancy when required. Internet 2 and GPN provide for Data continuity requirements by USGS is a sole source. This is the only source that provides a secondary path for the data should Internet 2 fail. Internet 2 is a closed Independent not for profit network. The only network with consistent bandwidth to convey the data with the speed, and integrity required for Landsat digital data. GPN provides a specific network route for traffic from EROS to the Internet2 and a part of this Independent Network dedicated to the conveyance of this data and the integrity of the data. There are no other sources that have the dedicated bandwidth to guarantee the integrity of the data. All vendors who believe they can fully meet this requirement, have a valid Dun and Bradstreet Number (DUNS) and are registered in SAM.gov are invited to submit electronic quotes for this posted RFQ. NAICS code for this acquisition is 517919 and 611310. Quotes are due via email to chieb@usgs.gov no later than Wednesday, September 13, 2017 at 12:00 p.m. Noon EST.
