- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-325 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with RPMC Lasers of O'Fallon, MO to procure the following: ITEM# L4Cc-445-488-561-633-300 - Quantity (1) Ea. Compact laser combiner including the following lasers: • LBX-455-100-CSB-OE • LBX-488-50-CSB-OE w/cleanup filter • LCX-561L-50-CSB-OE w/AOM + electro-mechanical shutter • LBX-633-100-CSB-OE Includes: 2x PM fiber output, MDL-MDUAL-L4Cc- adjustable dual output (motorized half WP + polarizer), Remoteboxx w/AOM controller for 561nm laser and Oxxius control software The Oxxius compact laser combiner will act as an illumination source for the existing Alpha3 selective planar illumination microscope. This unit takes lasers that can excite blue, green, red and far-red fluorescent proteins and aligns their output into a single beam path the lab can direct into the Alpha3 microscope. The controller software for the Alpha3 already contains a module that can drive the Oxxius laser, so the lab will be able to use this laser without having to commission the Alpha3 manufacturer to develop new software to control a different 4-color laser. The laser is also fully compatible with the Alpha3 optic path. Currently the lab has a 1-color laser and can only imagine a single fluorescent protein in larval zebrafish brains. The lab needs a 4-color to enable the staff to simultaneously visualize the position and number of different cell groups in the brain, so that the lab can systematically analyze the global effect of mutations that disrupt neural development. RPMC Lasers are the only North American distributor for Oxxius, so the Oxxius laser combiner can only be purchased from RPMC Lasers North American customers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items - The Government will select the best overall offer based on price, ability to provide the exact product/item and delivery estimate/timeframe; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due seven calendar days from the publication date of this synopsis or by Sept 14, 2017 before 10:00am EST. via email or postal mail.
