Description

  NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veteran Affairs Southeast Louisiana Health Care System has a requirement for Reagents and Supplies for the Asuragen QuantideX ® qPCR BCR-ABL IS Kit (Product Number 49574). The NAICS code is 325413 In-Vitro Diagnostic Substance Manufacturing the business size is 1,250 employees. The proposed purchase order is being solicited on a sole-source basis to Asuragen, Inc. Asuragen retains the exclusive right to not distribute, sell or service their systems and reagents through any other source within the US Government marketplace. The proposed action is for the procurement of reagents for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: the government's existing systems the SLVHCS Real Time PCR instruments are only compatible with Asuragen, Inc. Reagents and supplies. Failure to obtain from Asuragen will negatively impact the diagnostic capabilities of the SLVHCS Providers of Veteran patients. This will have a detrimental effect on patient treatment and safety. The Department of Veteran Affairs intends to award a firm fixed-price purchase order to Asuragen, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 9:00am CST September 23, 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/23/2017 will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose determining whether to conduct a competitive procurement.
