- NOTICE OF INTENT TO SOLE SOURCE Notice of Intent - The US Army Garrison-Redstone, Directorate of Family, Morale, Welfare, & Recreation, intend to aware a sole source procurement has a requirement for twice weekly play mornings at the Child Wise Building, 1413 Nike Street, and four on-post parenting classes on Redstone Arsenal, AL. Army Community Service (ACS) and the Family Advocacy Program (FAP) have an ongoing mission requirement to provide support services that supplement Soldier readiness and the well-being of the Army Family. Army Community Service provides essential support to sustain readiness and quality of life for Soldiers and their families at the installations. The FAP, one of the programs managed through ACS, provides prevention, education, and direct services to address the problems associated with family violence in the military. The NPSP is authorized by the Department of the Army and is a contract program, offered to U.S. Army families to enhance parent and infant attachment, increase knowledge of child development, and provide connections to the support services that allow parents to become nurturing and caregivers. Provides comprehensive services to assist the New Parent Support Program (NPSP) Manager by providing (1) twice weekly play mornings to assist parents in learning developmentally appropriate techniques, and to help children improve their social, cognitive and fine and gross motor skills and (2) provide four parenting classes to be offered to the Redstone community each fiscal year. National Children's Advocacy Center (NCAC) is the only agency that combines all the elements needed for this requirement. Other programs offer parenting classes for a fee but NCAC's Healthy Families has specific free classes that it is already offering in the community to address the needs of parents with children from newborn through age 5. It is the only agency that provides a "Dad's Only" class taught by a male staff member. The Government intends to award a firm fixed price Purchase Order on or about 14 Sep 2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored.
