Description
While the procurement type listed for this notice states that it is a Combined Synopsis/Solicitation, no solicitation will be provided. USTRANSCOM, TCAQ-D intends to issue a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition procedures, to IHS Global, Inc. This acquisition is unrestricted. The NAICS Code for this requirement is 519130. The following items will be procured: USTRANSCOM requires the ability to retrieve current vessel and port reference data in support of the warfighter. Vessel ownership, names, and port capabilities change frequently and USTRANSCOM requires this information to ensure the most up-to-date information is retrievable to warfighters, port managers, and shippers. The Vessel and Port Information database provides key ship and port information worldwide. USTRANSCOM requires access to the Vessel and Port Information database in order to make shipping decisions vital to its worldwide mission. The service requires the ability of up to 60 concurrent users with 50 fields of data. USTRANSCOM requires a Period of Performance from 01 October 2017 to 30 September 2022, with a base period of 01 October 2017 to 30 September 2018 and four one-year option periods beginning on 01 October 2018 and ending on 30 September 2022. Interested parties may identify their interests and capability to respond to this requirement within four (4) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
