Q&A #1 8 Sep 2017 Several Requests for Information (RFIs) have been asked with regard to detailed drawings and specifications. This requirement has been justified and approved as a Brand Name only (Honeywell) supply purchase with incidental installation/integration. The parts in the list of materials have been provided by Honeywell to integrate with existing facility infrastructure. All existing, cabling, pathways, and cabinets shall be re-used. Existing cabinets are already wired to or have outlets wired to existing UPS/generator circuits. All parts listed in Attachment 1 shall be installed and integrated in accordance with the manufacturer recommendations. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-17-Q-0391 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20161222. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This solicitation is unrestricted. The NAICS code is 334290 and small business size standard 750 employees. A Secret Facility Clearance is required for this effort. The successful offeror will be required to complete blocks 2a, 2b, 6a, 6b, and 6c. Then submit the attached draft DD Form 254. (Attachment 5). The contractor shall provide all items identified on the Bill of Materials, (Attachment 1) on a BRAND NAME ONLY, firm fixed price basis including the cost of shipping FOB Destination. See the attached Brand Name justification (Attachment 2). Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. Used, pre-owned, refurbished, or remanufactured goods will not be accepted. Items must be factory-new. The anticipated delivery date of CLIN 0001 - EQUIPMENT is 30 Days After Receipt of Order (ARO). The Period of Performance for CLIN 0002 - INSTALLATION will be 90 days after delivery of CLIN 0001. All deliveries shall be made in accordance with FAR 52.247-34 FOB Destination. The place of delivery, acceptance and FOB destination point is Rome, NY. The provision at 52.237-1 Site Visit (APR 1984) applies to this acquisition. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The SITE VISIT is highly encouraged and will be conducted 9AM (ET) 07 September 2017. Offerors wishing to attend the site visit must: 1. Submit the Site Visit Request Form (Attachment 4) per the instructions provided on the form. 2. Coordinate access to the site by emailing Leslie.Christoferson@us.af.mil with the names of all attendees. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written proposals/quotes are due at or before 3PM, (Eastern Time) 15 September 2017. Offerors are encouraged to submit their quotes using the SF 1449, Solicitation/Contract/Order for Commercial Items. (b)(4) Submit verification products will be installed by approved Honeywell vendor. (b)(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (k) SAM. Offerors must be registered in the SAM database to receive a contract award. If the Offeror does not become registered in the SAM database within 4 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014) applies. In addition to the information within Paragraph (a), the following factor shall be used to evaluate offers: (i) price The Government intends to award to the lowest priced approved Honeywell vendor. For your convenience all referenced certifications are attached to this solicitation.
