Attach 3 - Additional Clause Incorporated by Full Text Attach 2 - PWS On-Site Symmetry Training Attach 1 - CLIN Pricing Schedule COMBO Solitication COMBO SYNOPSIS / SOLICIATION ON-SITE T-1A SYMMETRY TRAINING (i) This is a TIME SENSATIVE combo synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-17-Q-0411 is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 19 January 2017. The DFARS provisions and clauses are those in effect to DPN 20161222 effective 22 December 2016. The AFFARS provisions and clauses are those in effect to AFAC 2017-0127 effective 27 January 2017. The Wage Determination 2015-5191 Revision #1 Dated 02/28/2017 will be incorporated into the purchase order. (iv) The associated North American Industrial Classification System (NAICS) code for this procurement is 336413 with a small business size standard of 1250 employees. This requirement is issued as a total small business set-aside. (v) The Pricing Schedule is incorporated as Attachment 1. Offeror shall complete Attachment 1 in its entirety and return with any other than certified cost/pricing data to support pricing elements. (vi) The government intends to award a firm-fixed price contract for the purchase of services as follows: The contractor shall provide all material, equipment, labor, transportation, management and supervision to accomplish on-site symmetry / geometry training support utilizing Leica AT901 LR, FARO Vantage Laser Tracker or equivalent system. Required training must start NO LATER than 13 September 2017; total training time shall not exceed 10 business days. The Contractor's Technical Trainer shall also provide technical guidance to facilitate completion of two aircraft symmetry checks at the 309th Aerospace Maintenance and Regeneration Group (AMARG) located on Davis-Monthan Air Force Base, Arizona. (vii) Services requested will be accomplished on-site at the 309th AMARG on Davis-Monthan AFB, AZ. (viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jan 2017) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: 1. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The pricing proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. In accordance with FAR 15.403-3(a)(1)(ii); all interested vendors must provide all available data other than certified cost or pricing data to enable a fair and reasonable price determination. Technical Acceptability, at a minimum, is defined as providing services that meet requirement in accordance with the PWS. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price; technical capability of the service offered to meet the Government requirement; (ii) Technical capability of providing offered services within required performance timeframe. This will be a lowest price technically acceptable purchase. The lowest priced offer will be evaluated for technical acceptability. Pricing proposal will be evaluated along with other than certified cost/pricing data to establish fair and reasonable price determination. If found technically acceptable award will be made without further consideration. Past Performance will not be evaluated. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (x) Each offeror shall include a completed copy of the provision at FAR 52.212-3 and Alternate I, Offeror Representations and Certifications--Commercial Items (Jan 2017) associated with their System For Award Management (SAM) registration. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jan 2017), is hereby incorporated by reference, with the same force and effect as if it were given in full text. (xii) 52.252-1 -- Solicitation Provisions Incorporated by Reference. Upon request, the Contracting Officer will make their full text available.
