- ***PLEASE CONTACT KELCEY EDDINGS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO KELCEY.A.EDDINGS@NASA.GOV *** NASA Marshall Space Flight Center (MSFC) has a requirement for the Global Positioning System (GPS) Radio Frequency (RF) Satellite Signal Simulator System (SSSS) to enable MSFC to functionally-test various GPS Receivers for suitability onboard NASA's Space Launch System (SLS) launch vehicle. NASA/MSFC requires a RF Satellite Signal Simulator capable of generating 6 "antennas" worth of GPS L1, L2, and L5 signals (minimum of 18 satellites per antenna output, with 3 frequencies per satellite). Further, MSFC requires the radio to have both Standard Positioning Service (SPS) as well as Precise Positioning Service (PPS) signals, with real-time hardware-in-the-loop remote-control capability, and vehicle models for launch vehicles, orbital vehicles, and terrestrial vehicles; and all six antenna outputs tied to one single vehicle (SLS), or to any combination of multiple vehicles for formation flights in Low-Earth Orbit (LEO), Medium-Earth Orbit (MEO), or High-Earth Orbit (HEO). In order to meet this requirement, NASA/MSFC intends to procure these items on a sole source basis from Spirent Federal Systems. Specifically, NASA/MSFC will procure Global Satellite Systems (GSS) 9000 Series, Global Navigation Satellite System (GNSS) Simulator, Spirent Federal (SF) 9000-239, GSS7765 Interference Simulator, and GSS7765-0001. Pursuing the procurement of the Spirent GPS Simulators is required in order to allow for continued system pre-configuration and simulation scenario set up by the MSFC end users in order to maintain SLS SIL/SITF test operations critical schedule. The Government intends to acquire this commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact ( KELCEY.A.EDDINGS@NASA.GOV ) no later than September 13, 2017 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit capabilities which shall be considered by the agency.
