- Statement of Work Per FAR 5.202(a)(13), a synopsis is not required to be posted in advance of the solicitation. Therefore, solicitation N66604-17-R-3813 is scheduled to be released concurrently with this synopsis on 11 September 2017. This is a synopsis for noncommercial items prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under North American Industrial Classification System (NAICS) Code 541330, Size Standard $38,500,000.00 as concurred by the NUWCDIVNPT Office for Small Business Program. NUWC Division Newport intends to purchase TEMPALT Services on a Firm Fixed Price basis from DDL Omni Engineering LLC, (CAGE Code 078S2). DDL Omni has already developed a very similar Technical Data Package (TDP) for the Verification Towed Array on the 688 class and, as a result, have the inherent knowledge required to complete the task. No other vendor has the requisite knowledge and would incur undo cost and schedule slip to become familiar with the technical data. Anticipated CLIN Structure: CLIN 0001: Virginia Class Validation Towed Array (VTA) TEMPALT Engineering Services; Quantity: 1 Job CLIN 0002: DATA for CLIN 0001, Quantity: 1 EACH, Not Separately Priced (NSP) The above required services are to be provided and delivered in accordance with the Attachment #1, Statement of Work (SOW). The anticipated Period of Performance (PoP) is 210 days after date of contract (ADC). F.O.B. Destination Naval Station Newport; Newport, RI. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices. Additional details will be released upon issuance of Request for Proposal (RFP) No. N66604-17-R-3813.
