Description
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Spirent Federal Systems, Inc., for two (2) each Spirent GSS900-21 - commercially available GNSS Simulator, with two (2) each SimGEN Operating Software for the simulator controller, two (2) each SIMSAAS Selective Availability/Anti-Spoofing simulation, eight (8) each SF1001-11 FPGA Auxiliary Output Chip(s), and GNSS standard commercial GNSS Software and Hardware manuals to add to an existing laboratory requirement. The current NRL system is composed of 2 Spirent systems and each is interfaced with a Panacea computer system which operates and analyzes results of the Spirent GPS system. The Panacea system was designed and developed to work specifically with Spirent GPS/GNSS hardware. The Panacea system must interface to the Spirent proprietary SimGen controller and software used in the existing NRL GPS system. The Spirent/Panacea GPSS system is duplicated at other DoD GPS test laboratories, and use of any other vendor's GPS/GNSS Simulators would cause a disruption in the sharing of critical GPS data information across the Department of Defense. It is a critical Government requirement that the NRL GPS lab remain functionally and operationally compatible with the other DoD GPS laboratories. Purchase of any other simulator would result in unacceptable delays to the Government; a temporary shutdown of the NRL GPS laboratory while a new system was developed; an inability of NRL's GPS laboratory to interface with other DoD GPS laboratories; and a significant cost increase that would not be recovered by competition. The North American Industry Classification System Code (NAICS) for this requirement is 334511 with the size standard of 500 employees. The Federal Supply Code (FSC) is 5998. Spirent Federal Systems, Inc. is the sole manufacturer of the commercial GPS simulators with no resellers. All responsible sources may submit a capability statement not later than 5 business days after publication of this notification, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. Responses received after 5 business days or without the required documentation will be determined non-responsive to this notice, and will not be considered.
