Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items; and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-95, dated January 19, 2017. Solicitation VA262-17-Q-1858 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. This procurement will be issued under as a Total Service Disabled Veteran Owned Small Business Set-Aside. NAICS Code is 334516 and the Small Business Administration s (SBA) size standard 1000 Employees. The Government is seeking a contract to acquire a genetic analyzer capable of identifying HIV-1 genomic mutations resistant to specific types of antiretroviral drugs. This solicitation is being procured as a brand name or equal IAW 52.211-6, Brand Name or Equal.. The submissions must meet the following salient characteristics: Unit: Genetic Analyzer: Must be a 24-capillary electrophoresis genetic analyzer Solid state laser must be single-line 505 nm and must utilize a standard power supply. Must have the ability to run applications Multiplex Ligation-dependent Probe Amplification (MLPA), Loss of heterozygosity (LOH), Multilocus sequence typing (MLST), Amplified Fragment Length Polymorphisms (AFLP), and single-nucleotide polymorphism (SNP). DNA sequencing and/or fragment analysis reagents and consumables for system qualification Advanced multiplexing capabilities for DNA fragment analysis with up to six unique dyes Must have an average throughput ranging from 264 to 840 samples per day using a 50 cm capillary array. Must be capable of using a separation matrix for performing DNA sequencing and fragment analysis known as POP7. Software must contain a resequencing package for mutation detection and analysis, SNP discovery and validation, pathogen sub-typing, allele identification, and sequence confirmation. Software must provide a library function to compare known sequence groups. Genotyping software package must specialize in multi-application functionality, including amplified fragment length polymorphism (AFLP Ž), loss of heterozygosity (LOH), microsatellite and SNP genotyping analysis.
