THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for market research purposes. All information is to be submitted at no cost or obligation to the Government. This is a SOURCES SOUGHT NOTICE to identify companies with the capacity, experience, and interest in competing for a bridge contract to provide Base Operating Support (BOS) services for Naval Support Activity (NSA) Annapolis, Maryland. GENERAL WORK REQUIREMENTS The successful offeror to any forthcoming solicitation shall provide all labor, supervision, management, tools, equipment, facilities, transportation, incidental engineering and other items necessary to perform recurring and non-recurring BOS services for NSA Annapolis, to include the U.S. Naval Academy (USNA) and North Severn facilities. The recurring (FFP) BOS services include: service requests (repair and maintenance in response to customer requests), preventative maintenance (PM), operation and maintenance of the Central Heating Plant, chilled water plants, water treatment plant, and wastewater treatment plant, seasonal HVAC startup and shutdown, sustainment of site utilities and infrastructure, transportation, locksmith services, support to the Infrastructure Condition Assessment Program (ICAP), asset inventory management, pest control, street sweeping, snow removal, and special events support. The nonrecurring BOS services include IDIQ task orders for repairs in excess of the service call threshold. The bridge contract is anticipated to be a combination firm fixed price (FFP) and indefinite delivery indefinite quantity (IDIQ) type contract. The total bridge contract term, to include the execution of any options, will not exceed 12 months. Only the FFP portion of the contract will offer a minimum guarantee for recurring work. The bridge contract will replace a contract for similar services awarded in 2009 with a current annual value of $19,189,619.09 (FFP) and a not-to-exceed value of $11,190,863.03 for the most recent award option year. Interested contractors are to submit the following information: company name, address, point of contact, telephone number, e-mail address, DUNS; information regarding your company ™s experience in performing facility support services as the prime contractor in the last five years identifying: contracting agency, contract number, title, place of performance, years of performance, value of contract per year. Please use the attached form only. Also, please indicate on the form the amount of time needed for your company to provide a proposal as well as your approach to meet a 15-day phase-in period prior to start of services on 1 December 2017. Information regarding the 15-day phase-in period should include your approach for hiring; obtaining security clearances; DBIDS (information DBIDS can be found at https://www.cnic.navy.mil/om/dbids.html); handling of inventory that is comprised of Government-furnished property (GFP) and Government-furnished equipment (GFE); safety plan in accordance with USACE ™s EM-385, which may be accessed at http://www.usace.army.mil/Safety-and-Occupational-Health/; employee safety training; employee orientation; gaining familiarity with the sites, systems, buildings, and asset locations; transfer of information from contractor Maximo to Government Maximo via flat-file transfer; report submittals; preventative maintenance (PM) schedules including monthly and annual schedules; material/supply inventory to support PMs and service calls; and insurance to work on a Government installation. Please use the attached form only.
