Description
Approved, Brand Name Specification for licensing maintenance. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). The Request for Quote (RFQ) number is N66604-17-Q-2636. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has a requirement to renew Palo Alto Firewall hardware maintenance on a Brand Name basis, no substitutions allowed per the attached Brand Name Specification. The Government's minimum requirement is outlined below: ITEM DESCRIPTION QUANTITY UNIT 0001 Palo Alto Maintenance Renewal, MFGR Part# PAN-SVC-PREMUSG-3060-3YR-R (3 year license renewal, inclusive of Federal Premier Support) 4 Year This procurement is 100% set aside for small business as concurred with the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334118. The Small Business Size Standard is 1,000 employees. The Period of Performance is 30 September 2017 through 29 September 2020. F.O.B. Destination, NUWCDIVNPT Campus per designated Buildings, Newport, RI 02841. Payment will be made via Government credit card. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The provision at FAR 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction, 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses FAR 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls, 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information and 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting apply to this solicitation. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the offeror must provide the brand name specification items required by this solicitation, no substitutions allowed, as specified in the attached Brand Name Specification. The offeror must be a certified, authorized Palo Alto reseller, providing Federal Premier Support. Federal Premier Support guarantees that the Palo Alto representative who answers phone calls is a U.S. citizen on U.S. soil. The Government will verify reseller status with Palo Alto and will make a technical acceptability determination based on information provided by Palo Alto. This solicitation requires active registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
