- Request for Quote This acquisition is a FFP Lowest Price Technically Acceptable Type Contract. Solicitation number: FA930117Q0014 This is a combined synopsis/solicitation for a non-personal service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation also uses the simplified acquisition procedures contained in FAR Part 13.5. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 and DFARs Change Notice (DPN) 20161222, AFFARS (AFAC) 2017-0127. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 332311 with a Small Business size standard of 750 employees. FSC/SVC code is 5410. AFTC/PZIOA, Edwards AFB, CA is seeking to acquire a Brand Name or Equal purchase to the following items: Big Top storage facility See below for salient characteristics Late submissions will not be accepted. This is an "All or None" acquisition; incomplete quotes will not be considered. Contractor must provide a written statement that explains how the requirement will be met (ex. line by line breakdown) in regards to the RFQ. A statement of "I Concur", "Concur", or "Meets the specifications of the SOW" will not be accepted. The written statement is essential for your quote to by responsive to the requirement. Interested parties who believe they can meet all the requirements for the supplies described in this synopsis are invited to submit in writing a complete quote including a 60 day from date of award delivery schedule with FOB destination (Edwards AFB, CA 93524). Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. Include all manufacturer certifications. The following factors will be used to evaluate offerors: (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; and best overall value to the government. Award will be made to the lowest price, technically acceptable responsible offeror. In order to submit a complete package, vendors must submit quote with CAGE Code or DUNS Number. Online representations and certifications (FAR and DFARS clauses) must be complete in System Award Management (SAM). SAM can be accessed via URL: www.sam.gov. Description of items to be acquired BRAND NAME OR EQUAL TO: The system shall consist of the same salient characteristics to the brand Big Top Storage Facility. The salient characteristics are as follows: This facility must be at a minimum 90ft (L) x 52ft (W) x 20ft (center height) x 12ft (wall height) and be domed in shape. Facility must also have two (2) 14ft x 14ft manual operated garage-style door and two (2) standard personnel entry/exit door. Big Top Shelter itself shall consist of the following characteristics:  18 OZ. PVC laminated vinyl fabric, Tan in color.  Fabric shall be flame retardant meets NFPA 701  Fabric ends shall extend to the ground level on each side.  A skirt further that conceals the base with trim kit to secure the skirt. Frame members shall consist of the following characteristics:  18 gauge Z-Bar Truss galvanized tubular steel design on 10' centers. Base system:  Base system shall allow the shelter to be built on a customer supplied dirt, gravel, asphalt (per customer), or concrete foundation. Unless otherwise stated foundations, other than concrete, are assumed @ 90% compaction or greater. All weld joints coated with 97% zinc cold gal for corrosion protection. All connections via a plate to plate junction with A-325 structural bolts. End Walls, 2ea shall consist of the following characteristics:  FORWARD END WALL shall consist of the following: Access end wall with 1ea, 14wide x 14high Manual Winch disappearing vinyl door and 1ea 36"x80" personnel door.  REAR END WALL shall consist of the following: Access end wall with 1ea 14wide x 14high Manual Winch disappearing vinyl door and 1ea 36"X80" personnel door. All access ends are to include all the necessary winch, trolleys, pulleys, cables, and manual winch. All engineered drawings and calculations for wind load, ground snow load, and seismic load for the facility's location onto an existing asphalt pad shall be wet stamped by an engineer and approved by Edwards Air Force Base Civil Engineer office prior to delivery and installation. Shipping shall be FOB DESTINATION Quote must include delivery and installation.
