- Statement of Work COMBINED SYNOPSIS/SOLICITATION Power Plant/Battery Monitoring 1. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13. as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. 2. The solicitation number is FA930117Q0013 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 and Defense Federal Acquisition Regulations Supplement (DFARS) DPN current to 20161222. Offerors must be registered in System for Award Management (SAM). 3. The associated North American Industrial Classification Systems (NAICS) code for this procurement is 334515: "Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals" with an associated small business size standard of 750 employees. This requirement is a total 100% small business set-aside for purposes of business participation. 4. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/ 5. The Government intends to procure services necessary to perform the installation, set-up, testing and training for power plant and battery monitoring systems. The Government anticipates awarding a single firm-fixed price purchase order for this requirement. The anticipated delivery/start date is 30 days after receipt of order. a.CLIN Nomenclature: CLIN 0001 (LOT) - Power plant/battery monitoring system for Bldgs.: 2600 (Battery Room) (Room 114), 5557, P300, 4231, 8359, 1881, 1870, 1874, 4305. 6. Description of item/service to be acquired a. Please see Statement of Work 7. Delivery shall be F.O.B. Destination. 8. Interested offerors must submit any questions before Wednesday, September 13, 2017 at 12:00pm PST. Responses to all questions will be electronically posted in FBO. No telephonic requests will be accepted. 9. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. a. Provide Cage code/DUNS Code when submitting quote. Also provide the full solicitation number on all packages. b. Warranty 10. 52.212-2 -- Evaluation -- Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability to meet the Government requirement; to be found technically acceptable, the quote must meet the requirements of Section III of the Statement of Work. CONTRACTOR MUST PROVIDE A WRITTEN STATEMENT TO EXPLAIN HOW THEY WILL MEET THE REQUIREMENTS OF SECTION III OF THE STATEMENT OF WORK. A STATEMENT OF "I CONCUR", "CONCUR", OR "MEETS THE SPECIFICATIONS OF THE SOW" WILL NOT BE ACCEPTED. THE WRITTEN STATEMENT IS ESSENTIAL FOR YOUR QUOTE TO BE RESPONSIVE TO THE REQUIREMENT. (ii) Price (b) Evaluation will be competed using Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. However, the Government reserves the right to not award, depending on the quality of the proposals and prices submitted. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. 11. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 12. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. 10.
