Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE: The U.S. Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) division intends to solicit, negotiate and award with only one source under the authority of FAR 13.106-1(b)(1)(i). The intended award is to Colonial Shooting Academy, 6020 West Broad Street, Richmond, VA 23230 to acquire firing range space for the agency. The requirements for the firing range space are as follows: • An enclosed shoot house that can simulate an almost infinite number of real­ world scenarios. • An indoor training venue that offers the law enforcement community 24/7 availability. • Less than 30 mile travel time from zip code 23236 to allow officers to certify, shower, change, and return to duty quickly. • A classroom/prep room next to the shoot house and tac range. • Ability to conduct department certification and recertification courses. • Night/low-light training regardless of the time of day. • Provide secure storage of equipment. • Provide on-site Armorer. • Provide 24-hour availability for shift training. • Ensure private, secure entrance. • Provide turning target systems and running man target. • Facility must accommodate at least 90 shooters per quarter. • Facility must provide at least 15 shooter/lane positions per day. • Facility must be located within 10 miles of a trauma center. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; it is for information purposes only. Interested persons may identify their interest and capability to respond to this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
